How to improve the fighting capacity of rural grass-roots party organizations
The rural party branch is the party's grass-roots organization in rural areas and the bridge and link between the party and the masses. It shoulders the responsibility of carrying out the Party's principles and policies in rural areas, fulfilling the Party's tasks and leading farmers to become rich and well-off. The quality of the work of rural Party branches and the strength of their fighting capacity directly affect whether the Party has prestige among the masses, whether the relationship between the Party and the masses is harmonious, and whether the advanced nature of the Party and party member's exemplary role can be recognized by the masses. To this end, the author investigates and analyzes 27 rural party branches within the jurisdiction of the town, especially some party branches with weak fighting capacity, and makes a typical anatomy through questionnaire survey, individual discussion and personal written reflection. And investigate the problems and manifestations of weak or lack of combat effectiveness, carefully analyze the reasons, and put forward relevant measures to effectively enhance the combat effectiveness of village party branches in combination with the reality of villages and towns. With the goal of "good leadership, good cadres in party member, good working mechanism, well-off society and good response from farmers", we will push village-level management onto the track of institutionalization, standardization and scientificization, constantly enhance the cohesion and combat effectiveness of party organizations, and build the village party branch into a fighting fortress for rural material civilization, spiritual civilization, political civilization, ecological civilization construction and social stability.

First of all, it is manifested in the lack of fighting capacity of village-level grass-roots party organizations.

Analysis of the current situation, the performance of the village-level grass-roots party organizations lack of combat effectiveness is roughly as follows:

1. There is a contradiction between the principals of the two committees, which leads to disunity, factionalism and uncoordinated work, which leads to the lag in the completion of various tasks and the lower ranking of comprehensive assessment;

2. Financial management is chaotic, and the ideological style of village cadres is not correct. Some village cadres violate the law and discipline, abuse power for personal gain and accept bribes; Some embezzle and misappropriate collective funds, and the masses keep petitioning;

3. Work style procrastination, detour when encountering problems, indecision when encountering urgent, difficult, dangerous and serious problems, paste if you can, drag if you can, and buck passing;

4. The village customs are unhealthy, and there are many contradictions and problems left over from illegal buildings and land ownership;

5. The working method is simple and rude, the working style is floating, divorced from the masses, and the normal working habits give orders to the masses, and even engage in coercive orders;

6. Some members of the two committees don't have enough work energy, and some care about getting rich all day (running their own enterprises, agricultural machinery, etc.). ); Some are still working in enterprises; Some use working hours to play cards;

7. Some violate the ban and discipline. Such as drinking alcohol at noon on weekdays, chaotic life style, false reporting of project funds, false reporting of hospitality and gift fees for public officials, etc.

In view of the above problems in some village committees, the image of village cadres among the masses has been seriously affected, which in turn has affected the overall image of the village team.

Second, the reasons for the lack of fighting capacity of village-level grass-roots party organizations

The reasons for the above performance of rural grass-roots party organizations can be summarized as the following eight aspects:

1. The selection and employment are not up to standard. In some villages, the selection of candidates for the two committees did not insist on meritocracy. On the contrary, they engage in cronyism, cronyism and exclusion of dissidents. The internal friction within the organization is serious, which seriously weakens the cohesion and combat effectiveness of the party branch.

2. Reserve cadres are scarce. Under the impact of market economy, most talented people in rural areas have left their homes, and young people have gone out to work and choose jobs, which has led to difficulties in selecting, discovering and cultivating village cadres. It is difficult for individual villages to cultivate and select suitable party Committee secretaries.

3. Hard study and strict education are not enough. The "three meetings and one lesson" of some village party branches is not normal. In addition, due to the reality of rural work, village cadres do not regard diligent study as an important way to solve the skill crisis and improve their own quality. 4. The sense of purpose is weak. Because the members of the two committees have not firmly established the purpose of serving the people for a long time, some villages are used to working in village offices. In dealing with urgent, difficult, dangerous and important issues and major decision-making issues, we can't go deep into the masses, listen to their opinions, care about their sufferings, and do things for them enthusiastically. The relationship between cadres and the masses is somewhat alienated or even tense, which leads to difficulties in all work, loss of the mass base for carrying out work, and lack of centripetal force and cohesion.

5. Lack of ability and methods at work. Some village cadres not only do not insist on studying, but also do not delve into rural work and discuss working methods. They still make decisions for cadres, and their implementation depends on orders. The method is simple and rude, and it can't go deep into groups and families, and it can't do things honestly and fairly, which makes the relationship between the party and the masses change from understanding, closeness and trust to misunderstanding, alienation and suspicion, so that the masses keep petitioning.

6. The concept of aging age structure is out of date. The age structure of some village teams tends to be aging. They are rigid in thinking, self-contained, outdated in ideas, lacking the consciousness of pioneering and innovating, striving for perfection, being content with the status quo, not striving for progress, and unable to lead the masses to become rich.

7. Lack of awareness of administration according to law. Some village cadres have a weak concept of the legal system, long-term lack of learning and using the law, lack of awareness of administration according to law, and subjective judgment on dealing with problems can not be open, fair and transparent, resulting in ineffective policy implementation, piles of problems, accumulation of contradictions and chaos in social security.

8. There is no way to deal with the transition period. Some village cadres do not fully understand the characteristics of rural areas and farmers in the new period, respect the rights and wishes of farmers, and sometimes even consider and deal with problems from the standpoint of farmers, causing dissatisfaction among the masses and making it difficult to carry out their work.

Third, measures to enhance the combat effectiveness of grass-roots party organizations at the village level

1. Select and employ people and expand the team. The key to the fighting capacity of grass-roots party organizations at the village level lies in selecting and using good people and strengthening village-level teams. It is the key to insist on appointing people on their merits and having both ability and political integrity, and to select party member with strong party spirit, correct style, ability, education and mass base into the leading group, especially the secretary of the Party branch. On the issue of selecting and appointing people, we should focus on improving the selection and appointment of broad democracy, adjusting organizational structure, broadening selection channels, optimizing structural composition and perfecting training mechanism, pay attention to optimizing the structure of village-level teams, organize and adjust a group of cadres with low political quality and administrative corruption, adhere to the principle of serious training and dare to use them, and speed up the construction of "double-belt" cadres; At the same time, we should adhere to the principle of combining reserves, enrich mature reserve cadres to village leadership positions in time, and fully equip and strengthen the party branch team.

Focus on strengthening education in four aspects: first, educate them about the party's line, principles, policies and tasks, make them clear about their responsibilities, and ensure the implementation of the party's principles and policies in rural areas; Second, the purpose of education, strengthen the public servant consciousness of village cadres, carry forward the spirit of hard work and selfless dedication, bear hardships first, enjoy them later, and serve the masses wholeheartedly; Third, the party's mass line education, listen to the opinions and voices of the masses with an open mind; Fourth, legal education, educating village cadres to learn the law, abide by the law and use it, strengthening the awareness of the legal system, and improving the ability and level of making decisions, administering and handling affairs according to law.

3. Heads set an example and build harmony. The first premise of the village party branch's combat effectiveness is team unity, and the key to team unity depends on the branch secretary. We should take team unity as the main starting point to enhance combat effectiveness, take the secretary of the Party branch as the main official, be tolerant, generous, practical and willing to work, take the lead in setting an example, be honest and self-disciplined, be honest, calm, generous and upright, influence and lead a group of people with a good self-image, and make the village Party branch enter a state of harmony, coordination and mutual assistance.

4. Be honest and diligent, and establish a good image. To improve the combat effectiveness, cohesion and attractiveness of the village party branch, our village cadres are required to act impartially, win the trust of the people without favoritism, and create an image of a public servant who thinks what the masses think, is anxious about what the masses are worried about, solves their difficulties, is honest and diligent. Our village cadres must do everything according to laws, regulations and national policies, take a clear-cut stand, take a firm attitude and treat them equally, and use a ruler and a standard to win the trust and support of the masses.

5. Adhere to the purpose and govern for the people. To improve the fighting capacity, cohesion and attractiveness of the village party branch, the most important thing is to adhere to the fundamental purpose of serving the people wholeheartedly. A group of villagers' committees should adhere to their own purposes, that is, everything should focus on the interests of the masses, individual interests should be subordinate to collective interests, local interests should be subordinate to the overall interests, immediate interests should be subordinate to long-term interests, be selfless, distinguish between public and private, and not seek personal gain for others. Through the methods of "self-discipline (self-cultivation), happiness (based on one's own duties), dedication (serving the society) and respect for morality (following the rules)", we will strive to serve the people, set an example at any time, deepen our feelings of serving the people, and then lay a solid foundation for our work.

6. Improve the system and standardize management. To enhance the fighting capacity of grass-roots party organizations at village level, we must improve and perfect various management systems at village level, promote democratic management, strengthen democratic supervision, push all work to an institutionalized, standardized and scientific track, completely change the chaotic management situation, and establish the prestige of party branches among the masses. After perfecting village-level rules and regulations, we should pay close attention to two aspects. First, grasp the implementation of the system, manage people with the system, and no one is allowed to violate the system; The second is the openness of village affairs (system implementation, financial revenue and expenditure, major decisions and other government affairs). The village party branch should strengthen the supervision and leadership over the openness of village affairs, and must not let the openness of village affairs become a mere formality, becoming a decoration to cope with the inspection by superiors, strictly preventing the occurrence of bad situations that affect the combat effectiveness of village-level teams, insisting on the normalization and truthfulness of village affairs, clearing cadres' innocence, giving farmers understanding, and further strengthening the relationship between the party and the masses.

7. Develop the economy and improve people's livelihood. We should be soberly aware that the goal of building a new countryside and improving people's livelihood is impossible without economic support. It should be noted that some village collective economies are still relatively weak and almost "empty shells". To this end, we should broaden our thinking, take solid measures, and strive for practical results, focusing on six aspects: first, dissolve debts, reduce burdens, control debts and reduce costs, and cut expenditures and increase income; Second, improve the system, standardize management, and further strengthen democratic supervision (village affairs, democratic financial management, financial audit, etc.). ); Third, manage assets well, preserve and increase value, and constantly explore new channels for collective assets to increase value; Fourth, strengthen incentives, help the poor and make blood, attach importance to helping economically weak villages and encourage the development of collective economy; The fifth is to implement the policy, collect all receivables, and collect "one thing, one discussion" to raise funds and labor, as well as various professional contracting funds and farmers' arrears according to law; Sixth, attract investment, enhance the stamina, make full use of resource advantages and network resources, and do everything possible to attract investment, so as to achieve the purpose of arranging surplus labor and increasing collective economic income, and add stamina to promote the construction of new socialist countryside.
