After nearly nine months' practice, the "four modernizations" construction mode of standardization of office space, standardization of working procedures, specialization of team building and long-term working mechanism has been explored and implemented, which has provided a strong guarantee for the pilot work of new rural endowment insurance.
The first is to build a demonstration model to standardize office space.
(1) Pilot demonstration and promotion of social security construction. Optimizing and improving office conditions is the premise of improving processing capacity. To this end, the city has specially formulated the Detailed Rules for the Assessment of the Basic Management of the New Rural Social Endowment Insurance in Shouguang City, which has made detailed and clear provisions on the office conditions of the social security offices, requiring the towns (streets) social security offices to establish independent office spaces with a building area of not less than 40 square meters, so as to achieve perfect facilities, complete functions, wall-hanging system and orderly work. In April, the pilot construction of the town (street) social security office was first carried out in Tian, and a 300-square-meter town social security hall was built. The work teams of four social security offices and 78 village co-organizers were set up, equipped with computers, printers and other related facilities, and the new agricultural insurance software was installed, thus realizing the information networking between the town (street) and the municipal social security center. On May 6th, a site meeting attended by members, town (street) leaders and staff was held in Tian. They went to the Tian Social Security Institute to observe and study on the spot, and asked all towns (streets) to build social security institutions according to the Tian model. As of May 14, the office area of social security offices in four towns (streets) in the whole city/Kloc-0 has reached more than 40 square meters. At the same time, the Human Resources and Social Security Bureau is equipped with two sets of new agricultural insurance information equipment, including computers, printers, scanners, second-generation ID card readers and VoIP phones. And all the office facilities are up to standard.
(2) Integration of urban and rural network information management. The municipal finance invested 500,000 yuan to purchase relevant equipment and specially hired Di Wei Computer Software Company of Shandong University to design and develop a new rural endowment insurance information management system, laying special network lines for 14 towns (streets), realizing two-way connection with the computer room server of the municipal social security center through VPN, ensuring that the business data collected every day are accurately and timely transmitted to the social security center, and forming an information integration pattern with the municipal social security center, the town (street) social security office and the village social security service station.
(3) The financial service model is innovative and convenient. The Municipal People's Social Security Bureau and the Agricultural Bank of China jointly launched the "One Card for Benefiting Farmers". All three rural service stations in 97 1 administrative villages in the city have installed transfer telephones and POS machines, which are specially responsible for the payment of pensions and the withholding of new rural insurance premiums, so as to facilitate rural residents to receive pensions in a timely and convenient manner.
Second, strengthen organizational leadership, division of labor and cooperation, and standardize working procedures.
(a) to strengthen organizational leadership, clear departmental responsibilities. The establishment of a new rural old-age insurance leading group, headed by the mayor, with human society, supervision, finance, public security, civil affairs, disabled persons' federations, agricultural bank and other departments as members, and the main leaders of various units and towns (streets) as members, to strengthen the unified organization, guidance and coordination of the new rural old-age insurance pilot. Since the beginning of this year, four special dispatching meetings of the new rural insurance have been held to comprehensively arrange the deployment work. Member units have clear responsibilities and clear division of labor, in which the Human Resources and Social Security Bureau takes the lead in overall planning, unified management and comprehensive coordination of the new rural endowment insurance; Social security center timely review and report relevant information, and do a good job in business guidance and training of town and village staff; The Finance Bureau shall timely and fully allocate government subsidy funds to ensure the necessary working funds; Shouguang Sub-branch of Agricultural Bank of China timely issues pensions and feeds back details to ensure that there is no problem in the issuance process.
(two) standardize the work flow, improve work efficiency. Timely and accurate statements are the basis and premise of promoting the new rural insurance work in an orderly manner and realizing benign operation. To this end, in the process of expanding the collection, our city strictly limits the time for table supply, forming a virtuous circle system of timing and date setting. Before the 3rd day of each month, the village coordinators will submit relevant information to the social security offices of towns and streets; Before the 5th day of each month, the social security offices of towns and streets will submit the insured information that meets the conditions for opening an account to the Municipal Social Security Center for review, generate the starting month and payment standard of individual payment, and generate the details of personnel payment according to the confirmed qualifications; Before 10 every month, the social security center will submit the information to the Finance Bureau; Before 15 every month, the Finance Bureau will allocate funds to the Agricultural Bank of China; Within one working day, the Agricultural Bank of China completed the pension distribution through the "one card for benefiting farmers", so that elderly farmers can receive pensions at their doorsteps.
(three) strict information audit, to ensure accuracy. In the process of issuing basic old-age pension, the qualifications of142,000 farmers over 60 who applied for it were strictly examined and distributed to towns (streets) and village committees for a week's publicity. At the same time, compare the applicant's identity information with the database of urban workers, government agencies and institutions' endowment insurance participants and the "Huinong Card" database of China Agricultural Bank, delete 50 1 person who has participated in the endowment insurance for urban workers, and recheck the 6099 people with contradictory information to ensure that there are many people who should enjoy the basic pension and few people who should not.
Three, with strong full-time staff, unified training, professional team building.
(1) Having a strong three-level handling team. A three-level processing group of "city, town and village" was established. The city social security center was optimized and reorganized internally, and the rural experienced and responsible staff were selected to enrich the agricultural insurance department, which strengthened the strength of the agricultural insurance department. The social security offices in towns (streets) are mainly managed by the Municipal People's Social Security Bureau. On the basis of soliciting the opinions of towns (streets), the Municipal People's Social Security Bureau will re-examine and appoint the social security director to ensure that all 3-4 on-the-job social security personnel in each town (street) are specifically responsible for the new rural insurance and other social security work in the town (street). In June, the city recruited 1 full-time staff for social security offices in towns (streets), and the wages and benefits were borne by the municipal finance. On this basis, the Social Security Office will identify 1-2 coordinators with high public prestige and certain accounting foundation for each village (villages with less than 500 households 1 villages with more than 500 households). In principle, it is the village secretary, and the municipal finance gives a monthly subsidy of 100- 150 yuan according to the workload. A collection team headed by the handling director was set up in the Agricultural Bank of China, and 30 new agricultural bank staff were hired to fully serve the new rural insurance.
(2) Unified business training. The staff of the Social Security Center formed 10 handling process training groups, went deep into the front line of the town (street) and conducted a three-day special business training for the staff of the Social Security Institute and the village co-organizers, which laid a solid foundation for the smooth issuance and collection of the new rural insurance pension.
Four, strict supervision and assessment, strengthen execution, form a long-term working mechanism.
(1) Establish a layer-by-layer contracting mechanism. From top to bottom, establish a contract system for the collection and payment of expanded areas, and the member units of the Human Resources and Social Security Bureau and the Social Security Center contract the town (street) social security office; Town (street) team members support the film side, and the general staff support the village side; The staff of the social security office will support the village joint organizers. Through the implementation of task indicators at different levels, the work of expanding the scope of collection has been intensified.
(two) the establishment of supervision and notification mechanism. The Human Resources and Social Security Bureau and the six discipline inspection and supervision teams of the Municipal Commission for Discipline Inspection jointly set up a special inspection team for the new rural endowment insurance to supervise and inspect the progress of the new rural endowment insurance work in towns (streets), promptly supervise and guide the poverty alleviation work in towns (streets), promptly convene relevant personnel to study and solve problems found in the inspection process, timely and comprehensively promote good experiences and practices, and conduct written exchanges. A weekly notification system has been established. The Municipal People's Social Security Bureau collects the progress of the new rural endowment insurance in towns (streets) every Friday, reports it in the name of the office of the leading group of the new rural endowment insurance in the city, and submits it to five sets of leading group members and superior business departments in the city.
(3) Establish an assessment and reward mechanism. The new rural insurance work will be included in the municipal government's annual performance appraisal of the town (street), mainly to assess the participation rate of the new rural insurance, the completion time of the task and the accuracy of the basic information of the insured. Among them, the new rural insurance participation rate will be scored according to the standard of out of 4 points by comprehensive index method, and 4 points will be deducted if the unfinished task is not scored; If the collection task is completed on time and all the insured information is accurately entered, add 1 point; If it is not completed on time or entered as required, this item will not score, and 1 point will be deducted. According to the development of the work, the new agricultural insurance reward method was formulated, and the first, second and third prizes were set according to the completion of the task.
Through the above work, up to now, the basic pension of rural residents over 60 years old in the city for 9 months (65438+February 2009-2065438+August 2000) has been paid in full and on time; 97 1 administrative village in the city has completed the collection and payment of insurance premiums in an all-round way, with a total of 654.38+84 million yuan, and 437,598 people participated in the insurance, with a participation rate of 98%, ranking first among the nine national pilot counties (cities) in the province/kloc-0, taking the lead in realizing the goal of urban-rural integration of social old-age security, and making the new-type old-age insurance reform better benefit the people's livelihood in our city.
