At the same time when the regulations were promulgated, the Supervision Bureau of the Municipal Commission for Discipline Inspection also actively advocated that the majority of party member cadres and public officials in the city consciously adhere to honesty, self-discipline, thrift, civilization and health, set an example, adhere to high standards and strict requirements, and play an exemplary role in building a clean and honest party style. County (District) committees should organize and guide administrative villages and communities to set up "Red and White Councils", formulate village (neighborhood) rules and regulations in accordance with the principle of villagers' autonomy, and make specific norms for local people to handle weddings, funerals and celebrations. Village (neighborhood) party member should take the lead in observing the rules and regulations of the village (neighborhood) on the basis of conscientiously implementing these provisions.
