The term "civilized behavior" as mentioned in these Regulations refers to the behavior of abiding by the provisions of the Constitution, laws and regulations, meeting the requirements of socialist morality, practicing socialist core values, maintaining public order and good customs, leading social customs and promoting social civilization and progress. Article 3 The promotion of civilized behavior should adhere to the combination of the rule of law and the rule of virtue, follow the principles of party committee leadership, government implementation, social participation, advocacy first, and both rewards and punishments, and strive to carry forward family traditions, purify folk customs, correct social customs, and enhance social morality, professional ethics, family virtues and personal moral consciousness. Fourth city and county (District) spiritual civilization construction steering committee to promote the propaganda work of civilized behavior within their respective administrative areas.
City, county (District) spiritual civilization construction institutions are specifically responsible for the daily work of promoting civilized behavior and perform the following duties:
(a) to formulate plans and plans related to the propaganda of civilized behavior;
(two) to guide and coordinate the relevant departments to carry out the work of promoting civilized behavior;
(three) to supervise and inspect the implementation of civilized behavior propaganda;
(four) regularly assess and inform the implementation of these regulations;
(five) other related work to promote civilized behavior. Article 5 The people's governments of cities and counties (districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan to promote the coordinated development of civilized behavior and economy and society.
The relevant departments of the municipal and county (District) people's governments shall, in accordance with their respective responsibilities, do a good job in the propaganda of civilized behavior. Eleventh citizens should abide by professional ethics and business ethics, love their jobs, diligent and pragmatic. Twelfth advocate the following civilized behavior:
(a) to carry out festival activities in a positive, healthy and civilized way;
(2) Civilized wedding celebrations, not comparing with extravagance, refusing high-priced bride price, reducing the burden of human feelings;
(3) Change customs, conduct funerals in a civilized and thrifty manner, save land and ecological burial, and carry out civilized sacrifices by means of flowers, planting trees, sweeping online sacrifices, cleaning tombstones, and reading eulogies;
(4) advocating science and not participating in feudal superstitious activities;
(five) reasonable consumption, saving water, electricity, fuel oil, natural gas and other resources;
(6) Classified delivery of garbage;
(seven) civilized dining, pay attention to table manners, do not drink too much, cherish food, and pack the remaining food after meals;
(8) Dress appropriately in public places, not topless, not loud, not swearing;
(9) Waiting for the service to line up in turn, taking the elevator first and then getting on;
(ten) regulate the parking of public bicycles and Internet rental bicycles, and shall not be discarded or damaged at will;
(eleven) when taking urban public transport, abide by the rules of riding, and take the initiative to give up their seats for the elderly, sick, disabled and pregnant passengers;
(twelve) follow the norms of civilized tourism and respect local customs, cultural traditions and religious beliefs;
(thirteen) civilized internet access, establish a sense of network morality, consciously resist network rumors, do not browse bad information, do not destroy the network order, do not indulge in virtual time and space;
(fourteen) to encourage civilized behavior in a timely manner by clapping, thumbs up or other means;
(fifteen) other civilized behaviors advocated by laws and regulations. Thirteenth citizens should maintain public order and prohibit the following acts:
(1) Flying unmanned aerial vehicles and setting off Kongming lanterns in the clearance protection area of civil airports;
(two) business activities hinder public order and public transportation, out of the store, occupy the road, use loudspeakers or other methods to attract customers with high noise;
(3) engaging in swimming, fishing or other activities that may pollute drinking water bodies in the first-class protected areas of drinking water sources, and destroying geographical landmarks and warning signs at the boundaries of the protected areas of drinking water sources;
(four) do not obey the on-site management when watching cultural performances, sports competitions, participating in parks, gatherings and other activities;
(5) Other acts endangering public order.
