According to the "People's Republic of China (PRC) Law on Safety in Production", "Regulations on the Management of Fireworks and Firecrackers", "Measures for the Implementation of Fireworks and Firecrackers Business License" (Order No.65 of the State Administration of Work Safety) and other laws and regulations and the spirit of relevant documents of the province, Loudi City and Lianyuan City, the relevant matters concerning cracking down on illegal production and operation of fireworks and firecrackers are hereby notified as follows:

First, illegal production is strictly prohibited. It is strictly forbidden to illegally produce fireworks and firecrackers, and it is strictly forbidden to illegally produce fireworks and firecrackers such as black powder, pyrotechnics and fuses.

Second, illegal business operations are strictly prohibited. It is strictly prohibited to operate fireworks and firecrackers without permission, store fireworks and firecrackers of the varieties, specifications and quantities specified in the license, and operate and sell fireworks and firecrackers in different places. It is strictly forbidden for wholesale enterprises to buy and sell products that are not affixed with the flow registration mark, to supply goods to shops that have not obtained the retail business license, and to purchase goods from production enterprises at retail outlets.

Third, illegal storage is strictly prohibited. Fireworks and firecrackers storage warehouse shall be evaluated by a safety evaluation agency with corresponding qualifications, and can only be used after passing the on-site acceptance of relevant departments. It is strictly forbidden to store fireworks and firecrackers in excess or beyond the permitted scope, and it is strictly forbidden for business units to store fireworks and firecrackers outside the permitted business location.

Fourth, illegal transportation is strictly prohibited. The transport of fireworks and firecrackers requires vehicles to carry fireworks and firecrackers road transport permits issued by public security organs, and the transport vehicles comply with state regulations. It is strictly forbidden to carry fireworks and firecrackers on public transport.

5. Illegal discharge is strictly prohibited. Fireworks and firecrackers must comply with relevant regulations. Large-scale fireworks display must be certified by the Municipal Public Security Bureau, and unauthorized individuals are prohibited from discharging Class A and B products themselves.

Sixth, legal responsibility. Those who illegally produce and operate fireworks and firecrackers shall be fined between 20,000 yuan and 654.38+10,000 yuan, and the illegally produced and operated articles and illegal income shall be confiscated. Those who store excessive drugs in different places shall be fined 1000 yuan to 5,000 yuan. If the circumstances are serious, a fine of 5,000 yuan to 30,000 yuan shall be imposed, and the retail business license shall be revoked according to law. If the warehouse stores fireworks and firecrackers in violation of national standards or industry standards, it shall be fined between 5,000 yuan and 30,000 yuan, and the illegally transported articles and illegal income shall be confiscated. If the illegal production, operation, storage and transportation of fireworks and firecrackers constitute a violation of public security administration, they shall be punished for public security administration according to law, and if the case constitutes a crime, criminal responsibility shall be investigated according to law.
