Article 2 These Provisions shall apply to the safety management of the production, sale, storage, transportation and discharge of fireworks and firecrackers within the administrative area of this Municipality. Where laws and regulations provide otherwise, such provisions shall prevail.
Article 3 These Provisions shall be implemented by the people's governments at all levels in this Municipality. The public security organ is the competent authority for the safety management of fireworks and firecrackers.
The city and district shall establish a coordination mechanism for fireworks and firecrackers safety management composed of public security, industrial and commercial administration, production safety supervision and management, quality and technical supervision, transportation, municipal management and other administrative departments and urban management comprehensive law enforcement organizations, and perform their respective duties according to the division of responsibilities.
Residents' committees, villagers' committees and other grass-roots organizations shall assist the people's governments at all levels in this Municipality in the safety management of fireworks and firecrackers.
Article 4 People's governments at all levels in this Municipality, neighborhood offices, residents' committees and villagers' committees, as well as organs, organizations, enterprises, institutions and other organizations, shall carry out publicity and education activities on the lawful, civilized and safe discharge of fireworks and firecrackers.
Primary and secondary schools should educate students about civilized and safe fireworks and firecrackers.
Radio, television, newspapers and other news media should do a good job in the publicity and education of fireworks safety management.
Article 5 The municipal and district people's governments shall reward those who report the illegal production, sale, storage and transportation of fireworks and firecrackers.
Article 6 Residents' committees, villagers' committees and owners' committees may convene residents' meetings, villagers' meetings and owners' meetings, formulate a convention on setting off fireworks and firecrackers in their residential areas according to law, and organize and supervise the implementation. Residents, villagers and owners shall abide by this Convention.
Seventh hotels, hotels, wedding service operators and other units shall bear the responsibility for the safety management of fireworks and firecrackers within their respective business activities, and do a good job in safety prevention in accordance with the provisions of the state and this Municipality.
