In order to strengthen the management of fireworks and firecrackers, reduce noise pollution, fire and personal injury accidents, and create a safe, quiet, harmonious and orderly working, learning and living environment for the general public and tourists, according to the People's Republic of China (PRC) Public Security Management Punishment Law, the People's Republic of China (PRC) Air Pollution Prevention Law, the Fireworks and Firecrackers Safety Management Regulations and other laws, regulations and relevant regulations, combined with the actual situation of this Municipality, it is strictly forbidden to set off fireworks and firecrackers in violation of regulations.

First, there is no discharge area. Fireworks, firecrackers and salutes are prohibited throughout the year in the following urban areas: north of Sihe River, south of Confucius Avenue, east of Beijing-Taiwan Expressway, west of West Outer Ring Road and areas extending to Sihe River in the north.

Second, limit the discharge area. In addition to the no-burn zone, emissions are restricted in other areas of the city. Fireworks and firecrackers are allowed to be set off from 7 am to 9 pm every other day. Fireworks and firecrackers and salute are strictly prohibited at other times. Fireworks and firecrackers are prohibited in the city during the three-level, two-level and one-level emergency response to heavy pollution weather.

Three, seriously investigate and deal with the following illegal acts:

1. Fireworks, firecrackers and salutes are set off illegally in activities such as weddings, housewarming and funerals;

2, organs, organizations, enterprises and institutions, commercial outlets to celebrate the illegal discharge of fireworks, salute;

3, the construction project foundation, the completion of illegal fireworks, salute;

4. Storing and selling fireworks and firecrackers without permission;

5. Illegal sale and discharge of Kongming lanterns;

6, illegal discharge of small fireworks, friction, smoke and inner tube combined fireworks and other dangerous products;

7, other illegal fireworks behavior.

Four, in violation of the provisions of the discharge, storage and sale of fireworks and salute, by the public security, emergency management, comprehensive administrative law enforcement departments shall be punished according to law.

Five, hotels, restaurants and other indulgence of other units and individuals in their business premises, fireworks, salute, in addition to punishment according to law, to be publicly exposed.

Six, fireworks, causing casualties and property losses, must compensate for the losses according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law; Those who abuse, insult, beat or besiege law enforcement officers and informants shall be punished by the public security organs in accordance with the Law of People's Republic of China (PRC) on Public Security Administration Punishment.
