Regulations of Hechi Municipality on the Protection of Intangible Cultural Heritage
Article 1 In order to strengthen the protection of intangible cultural heritage, inherit and carry forward the excellent traditional culture of ethnic minorities in this Municipality, and promote economic and social development, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Intangible Cultural Heritage and the Regulations of Guangxi Zhuang Autonomous Region on the Protection of Intangible Cultural Heritage, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the protection, preservation, inheritance and utilization of intangible cultural heritage within the administrative area of this Municipality. Article 3 Intangible cultural heritage as mentioned in these Regulations refers to various forms of traditional cultural expressions handed down from generation to generation by people of all ethnic groups in Hechi as part of its cultural heritage, as well as physical objects and places related to traditional cultural expressions. Including:

(1) Traditional oral literature such as Liu Sanjie's ballads, Miruotuo, Mulao's ancient songs, King Mo Yi, Tan Ya and their language as carriers;

(2) Traditional music, drama and folk art such as folk songs, the Eight Immortals of Swan of Zhuang nationality, Yizhou fishing drum and Yizhou color tune;

(3) Traditional dances such as bronze drum dance, Zhuang hammer dance, Zhuang shoulder pole beating, Yao monkey drum dance and Zhuang shoe dance;

(4) The weaving technology of Maonan ethnic flower and bamboo hat, the production technology of ethnic costumes such as Yao costumes, the production technology of Gongchuan gauze paper, the casting technology of Zhuang bronze drums, and the traditional cooking skills such as special cuisine;

(five) Zhuang medicine, Yao medicine, Miao medicine, cupping and other traditional folk medicine and medical skills;

(6) Folk customs such as another insect festival of Zhuang nationality, the bronze drum custom of Zhuang nationality, the rice festival of Mulao nationality, the fat suit of Maonan nationality, the wishing festival of Yao nationality, the Dragon Boat Festival of Maonan nationality, national wedding, etc.

(seven) traditional sports, entertainment and acrobatics such as the Mulao people dancing grass dragons, the Yao people shooting crossbows and the Bai Yao people playing top;

(eight) other intangible cultural heritage. Article 4 The protection of intangible cultural heritage shall follow the principles of giving priority to protection, giving priority to rescue, rational utilization and inheritance and development, and adhere to the principle of combining government leadership, social participation, territorial management and hierarchical management. Article 5 The people's governments of cities and counties (cities, districts) shall strengthen their leadership in the protection and preservation of intangible cultural heritage, incorporate the protection and preservation of intangible cultural heritage into the national economic and social development planning, urban and rural construction and development planning at the corresponding level, establish and improve the funding guarantee mechanism, and incorporate funds into the fiscal budget at the corresponding level. The budget should be matched with the intangible cultural heritage work at the corresponding level, and the investment should be gradually increased.

Township (town) people's governments and sub-district offices shall clarify the full-time or part-time staff of intangible cultural heritage, and cooperate with the cultural authorities to do a good job in the protection of intangible cultural heritage.

Villagers' committees and residents' committees shall cooperate with the local people's governments to do a good job in the protection of intangible cultural heritage. Article 6 The people's governments of cities and counties (cities, districts) shall establish a joint conference system for intangible cultural heritage to coordinate the protection of intangible cultural heritage. The joint meeting mainly performs the following duties:

(a) to study and formulate joint protection measures;

(2) Promoting the implementation of major projects;

(3) Coordinate and solve outstanding problems;

(four) to guide, supervise and inspect the protection and management of intangible cultural heritage in this department;

(5) Coordinate and solve other important matters.

The office of the joint meeting is located in the competent department of culture. Seventh city and county (city, district) people's government department in charge of culture is responsible for the protection and preservation of intangible cultural heritage within their respective administrative areas. Its duties are:

(a) publicity and implementation of laws and regulations on the protection of intangible cultural heritage;

(two) to formulate and organize the implementation of the intangible cultural heritage protection plan;

(three) to carry out the investigation, identification, recording and establishment of archives of intangible cultural heritage;

(4) Organizing the evaluation and recommendation of representative projects of intangible cultural heritage, and identifying representative inheritors;

(5) Organizing research on the protection and preservation of intangible cultural heritage;

(six) to supervise and manage the use of funds for the protection of intangible cultural heritage;

(seven) to organize training and publicity activities for the protection of intangible cultural heritage;

(eight) regularly organize inspections on the protection, inheritance and dissemination of intangible cultural heritage projects;

(nine) to punish acts in violation of these regulations according to law;

(ten) to carry out other work related to the protection, preservation, inheritance and utilization of intangible cultural heritage.

City, county (city, district) development and reform, industry and information technology, education, science and technology, ethnic religion, public security, finance, human resources and social security, land resources, environmental protection, housing and urban and rural construction, water conservancy, agriculture, forestry, health and family planning, food and drug supervision and management, tourism, industry and commerce, legal system, archives and other relevant departments are responsible for intangible cultural work within their respective functions and duties. Eighth to encourage and support citizens, legal persons and other organizations to participate in intangible cultural heritage protection activities, organizations and individuals that have made significant contributions to the protection of intangible cultural heritage shall be commended and rewarded in accordance with the relevant provisions of the state and the autonomous region. Article 9 The people's governments of cities and counties (cities, districts) shall, according to the needs of the protection and preservation of intangible cultural heritage, organize the general survey and investigation of intangible cultural heritage within their respective administrative areas, and the cultural authorities shall be responsible for the specific implementation. City, county (city, district) cultural authorities and other relevant departments should understand and master the types, quantity, distribution, protection status and existing problems of intangible cultural heritage resources, make a true, systematic and comprehensive record of intangible cultural heritage through words, pictures, audio recordings, video recordings and digital multimedia, establish intangible cultural heritage archives and related databases, and prepare protection plans.

If the endangered intangible cultural heritage with important value is found through general survey, investigation or other means, the competent cultural department of the people's government of the city or county (city, district) shall take timely rescue protection measures and put forward special protection plans to the people's government at the corresponding level.
