Individuals do not need qualifications to rent houses, but they have the right to dispose of houses such as renting. Intermediary companies engaged in housing leasing need qualifications. Individuals renting houses shall apply for registration at the Housing Leasing Management Office within 30 days after the conclusion of the contract.

Article 14 of the Measures for the Administration of Commercial Housing Lease

Within 30 days after the conclusion of the housing lease contract, the parties to the housing lease shall go through the housing lease registration with the construction (real estate) department of the people's government of the municipality directly under the central government, city or county where the leased house is located. The parties to the house lease may entrust others to handle the lease registration in writing.

Article 19

If the contents of the house lease registration are changed, renewed or terminated, the parties concerned shall go through the formalities for the change, extension or cancellation of the house lease registration at the original lease registration department within 30 days.
