On June 15, the Ministry of Ecology and Environment reported that the Fourth Environmental Protection Inspector Group of the Central Committee found in Rugao City, Nantong, Jiangsu Province that Hujiang Waste Oil Purification Plant and Fulin Fuel Oil Business Department located on the bank of the Yangtze River accumulated a large number of hazardous wastes, some of which were randomly scattered, stored in the open air or even buried deep underground, and surface water, soil and groundwater were seriously polluted, which brought hidden dangers to the water environment safety of the Yangtze River. On June 12, the sinking inspector of the Central Environmental Protection Inspector Group found that the excavator was leveling the ground of Hujiang Waste Oil Purification Plant. During the operation of the excavator, there have been two local workers in urban management uniforms on duty. On-site inspection shows that the ground is basically covered with a layer of loess, but the residual waste oil residue, garbage covered with waste oil and sludge clods can still be seen, and the whole site smells of waste oil. The inspectors asked the excavator to dig out some oily mud plots and found that the waste oil had penetrated into the soil layer by layer. The groundwater seeping from some mines is covered with thick yellow-brown oil pollution, and the groundwater has obviously been seriously polluted.

It is worth noting that six party member cadres in Changjiang Town, Rugao City were seriously investigated and punished for dereliction of duty in this incident: the Supervision Committee of Rugao City Commission for Discipline Inspection gave Guo Zaihong, the vice captain of the first squadron of Changjiang Town Comprehensive Law Enforcement Bureau, the direct responsible person, supervision, dismissal and transfer; The Supervision Committee of Nantong Municipal Commission for Discipline Inspection gave administrative warnings to Lu Yin, director of Changjiang Town Comprehensive Law Enforcement Bureau, and Yu Yongjian, deputy director; Lu Zhimin, mayor of Changjiang Town, and Yang Haipeng, deputy secretary in charge, were admonished; Huang Wenbin, deputy mayor in charge of Rugao City, was reminded to talk.
