Article 1 In order to establish a good social fashion of respecting the elderly in the whole city, these Provisions are formulated in accordance with the relevant provisions of the state and the province and in combination with the actual situation of this Municipality. Article 2 All residents of this Municipality who have reached the age of 60 within the administrative area of this Municipality shall enjoy relevant preferential treatment in accordance with these Provisions. Article 3 The office of the Municipal and District (city) Working Committee on Ageing (hereinafter referred to as the Office for Ageing) shall be responsible for organizing the implementation of these Provisions. Fourth elderly people do not undertake voluntary labor, labor accumulation, do not pay all kinds of fund-raising. Older people over 70 years old are exempt from village retention and township co-ordination fees; Elderly people under the age of 70 who have lost their ability to work or have special difficulties may, as appropriate, reduce the village retention and township overall planning fees. Fifth service industry should give preferential treatment and care to the elderly according to the characteristics of the industry.

The business premises of the service industry shall set up signs such as priority for the elderly and preferential treatment for the elderly, giving priority to serving the elderly. For the elderly with mobility difficulties, telephone appointment service, one-time service and door-to-door service are implemented. Article 6 Tickets for railway stations, bus stations and port passenger stations shall be marked with priority for the elderly, and waiting rooms (boats) shall be provided with special seats for the elderly, and cars and boats shall be provided with a certain number of seats for the elderly. Old people can get on and off (ships) first when checking in and entering the station. Seventh medical and health institutions at all levels should set up priority signs for the elderly in registration rooms, consultation rooms, toll collection offices, pharmacies and inpatient departments to provide priority services for the elderly. Conditional units should set up geriatric clinics and family beds for the elderly with chronic diseases or mobility difficulties, and provide on-site services.

The elderly hold the senior citizen's preferential card to go to the second-class or above (including the second-class) hospital for medical treatment, and the general registration fee and medical treatment fee (except expert outpatient service) are half price. Eighth elderly people enter the park with the old age card, free of charge.

The elderly with the "senior citizen card" to enjoy the following fees at half price:

(1) Admission fees for cultural palaces, clubs, libraries, museums, art galleries and other public cultural and entertainment places and sports and fitness places;

(two) to the cinema to watch matinee movies (excluding blockbusters) screening fees;

(3) Tickets and admission fees for visiting scenic spots and historical sites;

(4) the cost of participating in various fitness classes for the elderly;

(five) the fare of the ferry from Qingdao to Huangdao on legal holidays.

The elderly can use public toilets for free with the senior citizen discount card. Ninth elderly people with the old card to Xinhua Bookstore and its foreign languages, ancient books and other bookstores to buy books, enjoy a 15% discount; Buy books published by Qingdao Publishing House and enjoy a 20% discount. Article 10 Where an elderly person needs the help of a lawyer because his lawful rights and interests are infringed upon, but he is unable to pay the lawyer's fees, the relevant unit shall provide legal aid. Eleventh golden married elderly people with household registration certificate and the certificate issued by the district (city) office for the aged can take free single golden wedding photos and family photos in the designated photo studio. Twelfth elderly people with the proof issued by the district (city) civil affairs department, can enjoy the cable TV viewing fee at half price. Article 13 When installing a residential telephone, the widowed elderly can enjoy a half-price discount on the initial installation fee with the certificate issued by the civil affairs department of the district (city) where they are located and their ID card and residence booklet (those who have installed a residential telephone will no longer enjoy the discount). Article 14 For the elderly over 100 years old, a longevity allowance of 65,438 yuan will be paid to each person every month. The funds shall be borne by the municipal finance. Fifteenth old-age cards are issued by the district (city) office for the aged, and charged according to the standards approved by the price management department. The issuance of preferential cards for the elderly must respect the wishes of the elderly and must not be issued rigidly. Sixteenth other parts of the province to the city's elderly preferential treatment in accordance with the relevant provisions of the "Regulations" of Shandong Province. Seventeenth problems in the specific implementation of these Provisions shall be interpreted by the Municipal Office for Ageing. Article 18 These Provisions shall come into force as of the date of promulgation, and the Notice of the General Office of Qingdao Municipal People's Government on Forwarding the Report of the Municipal Committee on Aging and Other Thirteen Departments on the Preferential Treatment for Retired Cadres and the Elderly over 70 years of age (No.90 issued by the General Office of Qingdao Municipal People's Government [1993]) shall be abolished at the same time.
