Public security, forestry, construction, transportation, land and resources, comprehensive law enforcement, safety production supervision and other departments and relevant units shall, in accordance with their respective responsibilities, do a good job in the protection of power facilities. Article 6 The people's governments of cities and autonomous counties shall organize publicity and education on the protection of power facilities. Article 7 All units and individuals have the obligation to protect power facilities and have the right to stop and report acts that endanger power facilities.
Units and individuals that have made outstanding contributions to the protection of power facilities shall be commended and rewarded by the people's governments of cities and autonomous counties. Eighth municipal electric power management departments shall, jointly with relevant departments, formulate emergency plans for power emergencies, and organize their implementation after being approved by the Municipal People's Government.
Electric power enterprises shall formulate their own emergency plans for electric power accidents, conduct regular drills and improve the early warning mechanism.
When an electric power accident occurs, the people's governments of cities and autonomous counties and electric power enterprises shall organize emergency repairs in accordance with the emergency plan to restore the normal operation of electric power in time. Article 9 The owner or manager of power facilities shall perform the following duties and accept the supervision of relevant departments and society:
(a) to establish and improve the safety management system and internal safety system;
(two) the implementation of technical preventive measures, equipment preventive measures, personnel preventive measures and other protective measures;
(three) regular maintenance, overhaul and renewal of power facilities;
(four) to stop acts that endanger the safety of power facilities and report to the relevant departments. Article 10 Township (town) people's governments, subdistrict offices, village (neighborhood) committees and relevant units along power lines shall cooperate with power enterprises to establish mass line protection organizations.
The administrative department of electric power shall regularly train the mass line guards and hold relevant certificates. Eleventh power facilities protection zones shall be determined in accordance with the relevant provisions of the Regulations on the Protection of Power Facilities in Liaoning Province. When overhead power lines cross densely populated areas such as factories, mines, towns and villages, and areas with special geographical environment such as mining areas and forest areas, the actual protection area should be determined according to the maximum calculated sag of the conductor and the minimum safe distance met after the maximum calculated wind deviation.

Minimum clearance safety distance to trees:
10(20) KV 3.0m.
66 kV 3.5 meters
220kV 4.0m.
500 kV 7.0 m Article 12 The administrative department of electric power shall organize the owners or managers of power facilities to set up safety signs in the following places and positions in the power facility protection zone, indicating the setting scope and protection provisions of the protection zone:
(1) Overhead power line towers in densely populated areas;
(2) Forest areas and areas around high-voltage transmission lines with frequent mining operations;
(3) Overhead power line towers in areas frequented by vehicles and self-propelled machinery;
(4) transformer platforms or fences on power lines;
(5) Fences (fences) of substations, switch stations and cable terminal stations;
(6) ditch cover plate of power cable in downtown area;
(7) Trenches (lines) attached to power facilities for transporting coal, ash, water, heat and steam;
(8) River banks and cables.
The specifications of signboards shall conform to the relevant standards stipulated by the state. No unit or individual may move or damage the safety signs. Thirteenth in the power facilities protection zone prohibit the following acts:
(1) Destroying, looting, stealing or damaging power facilities;
(2) stacking garbage, inflammable and explosive articles or burning articles;
(3) Climbing power line towers, using towers and stay wires as lifting traction ground anchors or hangers;
(four) fishing, flying balloons and other floating objects, setting off fireworks, throwing objects and spraying various ribbons under overhead power lines;
(5) Digging or constructing buildings and structures in the marked area of underground power facilities;
(6) Borrowing soil, piling, drilling, excavating or dumping acid, alkali, salt and other harmful chemicals around overhead power towers and cable foundations 10 meters;
(seven) the implementation of blasting operations within 300 meters around the substation above 66 kV or the discharge of fireworks and firecrackers within 100 meters around it;
(eight) other acts that endanger power facilities prohibited by laws and regulations.
