3, fireworks retail stores (points) shall not be set in the same building as the residents' living places; Shall not be set up in military administrative zones, scenic spots, cultural relics protection zones and other areas where fireworks and firecrackers are prohibited; It shall not be arranged in the basement, under bridges and culverts, or in buildings with three or more floors (when it is arranged in a two-story building, there should be no place for personnel activities directly above it, and there should be no stairs and holes between the upper and lower floors); Not allowed to sell in supermarkets; Fireworks retail stores (spots) are adjacent to other buildings, and the adjacent walls shall be non-combustible materials, and there shall be no doors, windows and holes.

4, fireworks retail stores (points) sales retail stores, internal product stacking areas and sales counters should be partitioned layout, to ensure the smooth evacuation routes; The safe evacuation passage of other commodity sales places shall not pass through the fireworks sales places, and it is strictly forbidden to use fireworks retail stores (points) as the access passage for personnel in other business places and living places.

5, fireworks retail stores (spots) business premises area of not less than 10 square meters, its surrounding 50 meters without other fireworks retail outlets, and with schools, kindergartens, hospitals, bazaars and other crowded places and gas stations and other key buildings such as inflammable and explosive goods production and storage facilities to maintain a safe distance of 100 meters.

6, fireworks retail stores (points) of the safety evacuation door should be opened; When other doors are used, they should meet the requirements of fire safety evacuation; The width of the doorway for customers to enter and leave should not be less than 1.5m, and the width of the doorway for transporting products should not be less than1.2m. ..

7. Fireworks retail stores (points) are prohibited from crossing 1 kV and above power lines.

8, fireworks retail stores (points) prohibit the use of incandescent lamps, spotlights and other lamps that are prone to high temperature, wires should be laid in steel pipes; When using non-explosion-proof electrical appliances, the horizontal projection distance between electrical appliances and products should not be less than1.2m; Water heating should be selected for heating, and the distance between the product and the heating equipment should not be less than 30 cm; It is forbidden to use heating equipment that produces open flames and strong thermal radiation; Open fire is strictly prohibited in the store (point), and there shall be no pipeline for transporting inflammable and explosive articles.

9, fireworks retail stores (points) equipped with at least two 5 kg and above ammonium phosphate dry powder fire extinguishers and 1 fire blanket, more than 20 kg fire water tank (barrel); Safety warning signs such as fireworks and firecrackers should be set up in a conspicuous position; Fireworks and firecrackers are strictly prohibited around the business premises.

10, fireworks retail stores (points) should hang fireworks business (retail) license and business license in a prominent position, and establish safety management system and product sales record account.

1 1, the fire resistance rating of fireworks retail stores (points) should not be lower than Grade III; When scaffolding is used, non-combustible or flame retardant materials should be used; When connecting with other places, the partition wall shall be a dense brick wall with a thickness of not less than 180mm or other dense wall with a fire resistance limit of not less than 3 hours.

12, perennial fireworks retail stores (points) limited storage capacity does not exceed 50 boxes, or the total consumption does not exceed 60 kg (whichever comes first); Temporary fireworks retail stores (points) limit the storage capacity to no more than 30 boxes, and the total consumption does not exceed 40 kilograms (whichever comes first); It is strictly prohibited to engage in the production, operation and storage of fireworks and firecrackers outside the places specified in the license. It is strictly forbidden to continue to engage in production and business activities after the license expires. It is strictly prohibited to sell excessive, prohibited fireworks or illegal fireworks.

13, other conditions stipulated by laws and regulations.

Fireworks retail stores (points) shall submit the following application materials when applying for fireworks business (retail) license:

4. Industrial and commercial business license or industrial and commercial pre-approval certificate (copy)

9. Copy of the property right certificate of the retail place (a copy of the house certificate and the lease agreement is required for the leased property, and the perennial retail households only provide the certificate issued by the township office).

The declaration procedure is:

1, apply. First, an application is made by the operator. After the town street office has passed the preliminary examination of the above conditions, it will fill in the "Review Form for Safety Conditions of Fireworks Retail Business Places in Peony District (perennial and temporary)" (see annex) and sign and seal it. Business premises that fail to meet the requirements of relevant laws, regulations and norms after examination shall not be reported.

According to the distribution table of this area (see annex), the Town Street Office fills in the Statistical Table of Distribution of Fireworks Retail Stores (Points) in Peony District (perennial and temporary). After being signed by the office director and stamped by the Town Street Office, the relevant application materials will be submitted to the Industry and Trade Section of Peony District Safety Supervision Bureau before 20 18. After the list is submitted, the Industry and Trade Section of the Peony District Safety Supervision Bureau and the Town Street Office will conduct spot checks on the on-site safety conditions of the applicant business households at a ratio of not less than 10%. Qualified, notify the relevant personnel to participate in training and examination; Unqualified, cancel the application qualification and explain the reasons. Temporary business households shall be audited by the town street office.

2. According to the relevant regulations, the Peony District Safety Supervision Bureau will organize the safety knowledge training for the principals of fireworks and firecrackers business households in the middle and late February of 20 18, and only those who pass the training and assessment can obtain the fireworks and firecrackers retail license. Job requirements:

1. According to the Notice on Banning Fireworks and Firecrackers in Urban Areas throughout the Year issued by Heze Municipal People's Government on March, 2065438 1, fireworks and firecrackers (including electronic and other simulated firecrackers) are prohibited in urban areas east of Kunming Road, west of Shanghai Road, south of North Outer Ring Road and north of South Outer Ring Road in Heze City. The wholesale license and retail license of fireworks and firecrackers will no longer be approved in the forbidden area, and fireworks and firecrackers storage places and retail stalls shall not be set up in the forbidden area.

2. The town street offices should attach great importance to this certification work, formulate plans, mobilize in advance, strictly control the customs, and organize forces to conduct on-site evaluation in time. At the same time, the certification work will be combined with cracking down on illegal activities and banning discharge, and the retail business units of fireworks and firecrackers will be urged to strengthen daily management and eliminate potential safety hazards. Fireworks and firecrackers retail stores (spots) located in the same building as residents' living places, with insufficient safety distance from crowded places and key buildings, concentrated contiguous, sold in supermarkets, and not sold in specialty store according to regulations. , does not meet the safety conditions, will not be accepted.

3. The layout of the sub-district offices of towns should be based on the actual situation of the jurisdiction, strict conditions and reasonable planning, so as to facilitate the masses and be suitable for supervision. The director of the office should hold a meeting on layout work in conjunction with the police station, industry and commerce, urban management and other functional departments in the jurisdiction to form a collective opinion through discussion. The minutes of the meeting shall be filed in time for future reference after being signed by the participants. It is necessary to urge and guide operators to apply technical measures such as safe storage and sales warehouses, special detachable board houses and video monitoring and early warning systems as much as possible to ensure the supply demand of fireworks and firecrackers during the Spring Festival. At the same time, control the total number of fireworks and firecrackers sales points, in principle, not more than the number of points issued by the perennial and temporary retail business units of the town street office in 20 18 years (see annex 1 for specific data, and the perennial business units suggest that the town street office should have at least 1).

4. Strengthen post-certification supervision. Towns and streets should unite with relevant departments to strictly investigate and deal with the sale of fireworks and firecrackers in no-burn zones. For operators who sell products that exceed the standard, are prohibited, discharge products professionally or violate the law, or store fireworks and firecrackers outside the business premises specified in the license, or store fireworks and firecrackers within the limit specified in the license, once found, they will be severely punished according to relevant laws and regulations; If it is seized for the second time, its fireworks business license shall be revoked, and the relevant personnel shall be included in the "blacklist" of joint punishment, and they shall not apply again within three years.
