According to the relevant provisions of the state, the design, procurement, manufacture, installation and debugging of complete sets of equipment and important unit equipment needed to meet the industrial production process and form production capacity, as well as the important software and hardware of national key information systems, must be included in the scope of equipment supervision.

According to the Interim Measures for the Administration of Equipment Supervision, equipment supervision shall be implemented for the following construction projects:

(1) Large and medium-sized capital construction projects and technical transformation projects above designated size using state financial funds;

(2) Special projects involving domestic production safety and supervision as required by national laws and regulations;

(3) Projects that need to be supervised when using loans as stipulated by national policy banks or state-owned commercial banks.

The above-mentioned equipment supervision scope is the scope of construction projects that the state implements compulsory equipment supervision, and the construction projects within this scope must implement equipment supervision.
