First, there is no sales and unloading area.
According to the Notice of Bazhong Municipal People's Government on Adjusting the Area of Prohibiting the Sale and Discharge of Fireworks and Kongming Lantern in the Central City of Bazhong (Ba Fu Fa [2022] No.3), the following areas are completely prohibited from selling and discharging fireworks and Kongming Lantern:
(1) Bazhou District. Jiangbei Sub-district Office: Longquan Community, Zhuangyuanqiao Community, Jiangbei Taiwan Province Community, Baiyuntai Community, Fojiang Community, Lijiabian Village and Yuejiapo Village; Return Air Sub-district Office: Return Air Pavilion Community, Jinqiao Lake Community, Longsheba Community, Longhuyuan Community, Longqiao Community, Xianrendong Community, Xinhua Community, Dafo Temple Village, Daxikou Village, Xihua Village, Panxing Village, Sanfeng Village and Baiheshan Village; Dangliang Sub-district Office: Hongyan Community, Houhe Community, Zhongba Community, Yangba Community, Tazishan Village, Nianpansi Village and Qinglian Village; Dongcheng Sub-district Office: Gu Lei Community, Baiyang Community, Beimen Community, Guanyinjing Community, Gulou Community, Dadong Community, Nanmen Community, Gujingzi Community, Laoguanqiao Community, Nanba Community and Taizi Community; Xicheng Sub-district Office: Baimajing Community, Yunping Community, Caoba Community, Hongfu Community, Nankan Community, Foyang Community, Houba Community, Liu Jinqiao Community, Lianshanhu Community and Xiqiao Community; Yutang Sub-district Office: Beikan Community, Xinqiao Community, Tianxinghu Community, Sushan Village, Yaoling Village, Jianshansi Village and Bao Tong Village; Pingliang Town: Zaoertang Village, Baiyan Village, Fenghuang Neighborhood Committee, Lianhua Village and Paotai Village; Zaolin Town: Bazi Village; Guanghui Town: Bailinwan Village, Xu Jialing Village and Hujialiang Village.
(2) Enyang District. Deng Ke Sub-district Office: Deng Ke Miao Community, Xinchang Community, White Community, Mashi Community, Lianglu Community, Zhaotai Community, Tianxingzhai Community, Yin Fei Community, Shima Community, Xi Gu Community and Qiuxi Community. Wenzhi Sub-district Office: Huilong Community, Laochang Community, Wenzhi Community, Ma 'an Community, Berlin Community, Feng Fei Community, Yuanwo Community, Xiaoguan Community, Hongmei Community and Bao Qing Community. Yangming Town: Hejiaba Community, Hezhizhai Community, Dry Valley Community, Xinshi Community, Linjiamiao Village, Wulangmiao Community and Shuangfeng Village. Xinglong Town: Dinglong Village, phoenix temple Village and Jinya Village.
(3) Bazhong Economic Development Zone. The Xingwen entrance of Bada Expressway is east to the west of Qingfeng Avenue (including Chuangye Road, Zhang Qi Tunnel Entrance and Qingfeng Tunnel Entrance); North to Mengzi River Bridge on the Northern Link, south to the East Extension Line of the Northern Link (including Bazhong Vocational and Technical College); South to the east section of Longxing Avenue north of South Ring Road (including You Ya Tunnel and Paiya Community); From the entrance of Huangjiagou Bridge in the west to the area east of the entrance of Houhe Bridge (including donghua village).
From the date of this circular, the people's governments of Bazhou District and Enyang District, the administrative committee of Bazhong Economic Development Zone, the municipal (district) public security, emergency, market supervision, comprehensive administrative law enforcement, ecological environment and other departments will organize personnel to carry out joint patrol inspection and law enforcement, and the towns (sub-district offices) under their jurisdiction will promptly discover, persuade and stop the sales and discharge.
Second, the legal responsibility
Those who sell and set off fireworks in the forbidden area shall be punished in accordance with the relevant provisions of the Regulations on the Administration of Fireworks and Firecrackers in Bazhong City. Refuse or obstruct the public security, emergency management, market supervision, ecological environment, comprehensive law enforcement and other departments to perform official duties according to law, the public security organs shall be punished according to law. If the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated according to law.
Party and government organs at all levels, enterprises and institutions, social organizations and cadres in party member should take the lead in strictly observing the provisions of this notice and create a safe, low-carbon, environmentally-friendly and civilized atmosphere in the city. The general public should consciously abide by the provisions of this circular and actively report the illegal sale and discharge of fireworks and firecrackers.
