Just now, the Xuyi Bureau, the quality inspection institute and the inspection detachment all made good speeches, and I agree with them very much. I hope all units will learn a lesson seriously. According to the opinions of the leaders of the city bureau, I will mainly talk about three aspects below.

First, the features are obvious, the highlights are frequent, and the results in the first half of the year are exciting.

In the first half of the year, the city's system was led by Scientific Outlook on Development, closely focused on the work ideas and goals set at the beginning of the year, based on emancipating the mind, grasping study and education, grasping work innovation, grasping service economy and grasping team building. The whole system had a unified understanding, clear thinking, quick action and effective measures, and successfully completed the objectives and tasks in the first half of the year, mainly in the following aspects:

(1) Pay attention to work innovation and give full play to the functions of monitoring instruments. Innovation is the soul of quality supervision. Only inheritance without innovation can easily lead to stagnation and stagnation. Without innovation, there will be no development of quality supervision. Therefore, this year, we regard work innovation as a breakthrough to perform our duties and do a good job, and have achieved tangible results.

First, innovate the supervision mode on the basis of strengthening quality and safety. In terms of food safety supervision, in order to improve the effectiveness of supervision, local governments have innovated a supervision model suitable for local actual conditions. Jinhu Bureau, together with the relevant departments of the county, launched the activities of establishing demonstration units in the food production industry in the county, set up an organization and formulated the detailed rules for the identification of food production demonstration units. Urban Branch introduced the long-term mechanism of credit system into food production and processing enterprises, and formulated the Code of Conduct for Credit of Food Production Quality and Safety in Huai 'an City, which stipulated that food production and processing enterprises should strengthen the introduction of credit system in five aspects: production environment, raw materials, facilities and personnel, production technology and product requirements, so as to make the work targeted and easy to operate; Hongze county adopts the way of "small enterprises jointly become bigger and stronger", with Quanwei Food Co., Ltd., a certified bean product manufacturer in the county, as the leader, banning a number of small workshops with poor production conditions and integrating and standardizing the bean product processing industry. In the first half of the year, the city's system * * * dispatched supervisors 1.520 person-times to inspect 64 food production and processing units, including 495 production enterprises and 46 small food workshops 1.46, and 56 problems were found on the spot, all of which were ordered to rectify. Investigate and deal with 4 enterprises that produce food and related products without a license, and punish 55,000 yuan. Through efforts, 5 1 1 enterprises in the city have obtained food production licenses, including 46 new license-issuing enterprises with 48 sets, 8 new license-issuing enterprises with 18 sets and 3 new license-issuing enterprises with 5 sets.

In terms of special equipment supervision, five systems have been formulated, including publicity of major hidden dangers of special equipment, grading and listing of major hidden dangers, rewards for reporting major hidden dangers, supervision and inspection of rectification effect of major hidden dangers and investigation and filing of major hidden dangers, and enterprises are urged to establish three systems: regular investigation and analysis of accident hidden dangers, declaration of major hidden dangers and expert evaluation of major hidden dangers. Xuyi Bureau comprehensively evaluates the safety management level, equipment importance and equipment hidden dangers of production units, implements ABCD four-level management, establishes ledger by classification, implements remote supervision on 158 A enterprises with good conditions, closely supervises 123 C enterprises with weak safety management and low safety investment, and implements key supervision on 10 B enterprises with key monitoring equipment. In view of the problems that 92 small workshops of bean products in Huaicheng Town are unregistered, difficult to supervise, and have great hidden dangers in unlicensed operation, Chuzhou Bureau coordinated Huaicheng Town Government to carry out special rectification on small boilers in use, adopting the practices of publicity before rectification, inspection before use, training before certification, stopping running 23 boilers, rectifying 48 boilers in place, scrapping 7 boilers and stopping using 9 boilers. The safety supervision of small boilers has entered the normal track. In the first half of the year, the whole system organized four special inspections of special equipment, dispatched personnel 1068 person-times, investigated 504 hidden dangers, and investigated 54 major hidden dangers, all of which were urged to rectify. 928 sets of special equipment were registered, and 2834 special equipment operators were examined and certified. On-site supervision of 287 special equipment users, 34 gas cylinder filling units, 78 key monitoring equipment 196 special equipment safety supervision instructions196, 40 cases filed for investigation, and 5 cases of major problems were reported to the government. Second, based on reality, high quality and high efficiency, innovative service model. In terms of "energy saving and emission reduction" of service enterprises, we will strengthen the energy metering management of key energy-using units with annual coal consumption of 1 10,000 tons or more, publicize the Energy Conservation Law and the General Rules for Equipment and Management of Energy-using Units, and urge the establishment of an energy metering management system. Chuzhou Bureau aims to reduce the energy consumption index per unit GDP of enterprises, extensively carries out the activity of "creating excellence in energy measurement management", and strengthens the measurement guidance for industrial water, electricity and coal consumption of key enterprises. Help key energy-consuming enterprises such as salt chemical plants, fertilizer plants and titanium dioxide plants, train energy metering personnel, eliminate coal-fired boilers with high energy consumption, and gradually realize data management of energy metering. The titanium dioxide plant alone saved more than 5,000 kWh of electricity and 260 tons of coal from June to May. In the first half of the year, 5 enterprises were helped to complete the measurement assurance confirmation, 24 enterprises completed the measurement qualification confirmation, and 13 enterprises completed the acceptance of the "C" mark. According to the "422 1" project goal of the municipal government, the "2008 Huai 'an Metrology Integrity Unit" was established, and 33 units were recognized as Huai 'an Metrology Integrity Units.

Lianshui Bureau fully implements the "one-vote-pass" system and innovates the coordination and linkage mechanism of service enterprises. Strengthen contact with the county development and reform commission and the economic and trade commission, and the three departments jointly issued a document to set up a leading group for service enterprises. Through joint meetings, warm reminders, information exchange and other working mechanisms, they actively provide pre-service for the safety of special equipment of investment enterprises in Lianshui, avoid unnecessary economic losses caused by enterprises to eliminate hidden dangers, and strive to create a development environment of "emphasizing business, being pro-business, loving business and helping business", which improves work efficiency and forms a joint force for the development of service enterprises. The working mode of "one-time charge, one-package service" has been highly recognized by the leaders of Lianshui county party Committee and county government and praised by enterprises. On the one hand, it effectively reduces the burden on enterprises and accelerates their development; On the other hand, it standardized its own work behavior and changed its work style.

Xuyi Bureau innovated the service mode of "two certificates and one collection", carried the "service enterprise prompt card" at any time in the general survey or special inspection of enterprises, registered the existing problems and related requirements in the prompt card in time, and actively informed the enterprises and handed it over to the relevant contractors. After receiving the reminder card, the organizer will take the initiative to seek advice and provide services to the enterprise without affecting the normal production and operation of the enterprise, and fill in the feedback card of the service enterprise in time. There are many problems, and problems that need to be handled by multiple departments are difficult to deal with. According to the needs, the bureau will set up temporary teams at any time to carry out liaison offices and exchange offices, designate organizers, and come up with efficient and convenient solutions and measures to help enterprises solve problems within a time limit. It is also stipulated to exchange the two-card service once a month to find out the shortcomings and sum up experience in order to provide better services for enterprises.

Third, based on promoting harmony and standardization, innovative working mechanism. First, pay attention to innovation and improve administrative efficiency. In accordance with the requirements of "efficient service, innovative development", we will extensively carry out activities to improve administrative efficiency, clarify the tasks, contents and standards of activities, strengthen organizational leadership, and implement work measures. In order to improve the level and level of efficiency construction, Jinhu Bureau implemented "one-stop" service, improved 12365 quality supervision service center, and accepted, assigned and supervised all kinds of service matters in a unified way; Promote the "sunshine" government affairs, and implement the "four haves and four publics" of government affairs with the help of government affairs bulletin boards and online platforms, that is, the unit has an effective performance manual, the window has a service guide, the collective has a service commitment, and the individual has a post responsibility, so that the authority list is open, the service process is open, the fees are open according to standards, and the work results are open; Carry out "standardized" services, and on the basis of actively promoting system certification, constantly improve the detailed rules for the implementation of such systems as first inquiry and first handling, publicity system, post responsibility system, time-limited settlement and overtime breach of contract system, diligent and honest evaluation system, and accountability system, and clarify the responsibilities to specific personnel.

Second, focus on standardizing the innovation of law enforcement behavior. In order to facilitate institutions to participate in the annual inspection, the Municipal Information Institute increased investment and newly installed a short message group sending system to remind institutions that have not participated in the annual inspection due by short messages. The use of the system greatly facilitates the relevant units and improves the work efficiency. The Institute also actively strengthened communication with the Municipal Housing Provident Fund Management Center, the Financial Management Department and the Municipal Bureau of Justice, actively promoted the use of code certificates in housing provident fund management, bank account management system and judicial administrative system, improved the overall level of the city's code work, and ensured the completion of the city's code work tasks.

Fourth, focus on improving service capabilities and innovation. Huaiyin District plans to apply for provincial bureau acceptance this year.

In order to speed up the pace of independent innovation in standardization and seize the commanding heights of technical standards, we actively organize and mobilize enterprises to apply for national professional standardization technical committees, subcommittees and working groups, and actively help enterprises to do a good job in coordination. At present, Jiangsu Anbang, Jiangsu Tianyu and Hongze Haizhu have applied to the National Professional Standardization Working Group. Since the end of last year, we have been actively helping and guiding Hongze Haizhu Company to apply for drafting the national standard for cylinder liners. At present, the application has been successful, and the company has become the head of the working group of the National Standard Professional and Technical Committee for Cylinder Liners. Third, new achievements have been made in the standardization of agriculture and service industries. Focus on high-efficiency agriculture, characteristic agriculture and export agriculture in Huai 'an, strengthen the combination with leading enterprises, and establish agricultural standardization demonstration zones and agricultural standards. On the basis of two national demonstration zones, six provincial agricultural standardization demonstration zones and 24 local agricultural standards were reported this year.
