The Twelfth Five-Year Plan period is a period in which our county actively responds to major changes in the development environment at home and abroad, thoroughly practices Scientific Outlook on Development, fully implements the strategic objectives put forward by the 17th National Congress of the Communist Party of China, accelerates the process of industrialization and urbanization in our county, and builds a well-off society in an all-round way. It is very important to plan the development strategy, development ideas, development goals and development priorities at this stage and formulate corresponding policies and measures to promote steady and rapid economic growth and sound and rapid economic and social development.
I. Guiding ideology
Guided by Deng Xiaoping Theory and Theory of Three Represents, with in-depth study and practice of Scientific Outlook on Development as the core, we should fully implement the spirit of the 17th National Congress of the Communist Party of China and the Fourth Plenary Session of the Seventeenth Central Committee, adhere to the strategy of sustainable development, update planning concepts, highlight planning priorities, improve planning methods, seriously carry out basic investigations and studies on major issues, thoroughly analyze the opportunities and challenges brought about by the development situation at home and abroad, fully unite the wisdom of all sectors of society and the people, and emancipate their minds. Pioneering and innovating, further grasping the opportunity, taking advantage of the situation, with the goal of realizing the scientific development, accelerating development, taking the lead in development and harmonious development of our county, and with the goal of promoting sound and rapid economic and social development and comprehensive progress of social undertakings, we have studied and formulated the overall plan and related special plans for the economic and social development of our county during the Twelfth Five-Year Plan period.
Second, the preparation principle
(A) based on reality, facing the future. The "Twelfth Five-Year Plan" should be based on the current situation of economic and social development in Tongzi County and the actual needs of urban and rural construction, and combined with the development goals of taking the lead in realizing leap-forward development, taking the lead in realizing the goal of building a well-off society in an all-round way and building an industrial economy county, and formulate a realistic, far-sighted and scientific development plan.
(two) the combination of practice summary and investigation. The preparation of the Twelfth Five-Year Plan should not only thoroughly summarize the implementation experience of the Eleventh Five-Year Plan, fully absorb mature ideas and link the past with the future, but also take investigation and research as the cornerstone, further go deep into towns, villages and enterprises, take various ways to know the situation of enterprises and grass-roots units in time, listen to the opinions and suggestions of all sectors of society on the preparation of the plan through various ways and channels, fully understand the development needs of all sectors of society, and carry out the planning work in a down-to-earth and effective manner.
(3) Integrated planning and key development. Planning should be based on the overall situation, scientific planning, coordinated development and consideration of all parties. It is necessary to comprehensively coordinate economic and social development, urban and rural development, regional development, harmonious development between man and nature, internal development and opening to the outside world, and determine the direction and areas of key development according to the actual situation to achieve all-round development and key breakthroughs.

On the basis of government-led, expert-led and departmental cooperation, the 12th Five-Year Plan should further improve the transparency and social participation of the plan, make the plan fully concentrate the wisdom of the people in the county, be closer to the masses, the grassroots and the reality, and reflect the scientific, democratic and reasonable nature of the plan.
Third, the working mechanism
(1) Leading Group
The leading group of the Twelfth Five-Year Plan for national economic and social development in Tongzi County was established to be responsible for unified leadership, coordination and organization to promote the outline of the Twelfth Five-Year Plan, special planning and research on major issues in our county. The members of the leading group are as follows:

Members: County Government Office, Development and Reform Bureau, Economic and Trade Bureau, Agriculture and Animal Husbandry Bureau, Education Bureau, Religious Affairs Bureau, Public Security Bureau, Civil Affairs Bureau, Judicial Bureau, Finance Bureau, Human Resources Bureau, Land and Resources Bureau, Construction Bureau, Urban Management Bureau, Transportation Bureau, Water Resources Bureau, Wenguang Tourism Bureau, Health Bureau, Population and Family Planning Bureau, Audit Bureau, Environmental Protection Bureau, Statistics Bureau, Forestry Bureau, Safety Supervision Bureau, Tongzi Power Supply Branch, etc.
The leading group has an office under the County Development and Reform Bureau, which is responsible for the daily coordination of planning, with Comrade Qin Zhou as the director of the office.
(2) Writing team
County Development and Reform Bureau is responsible for the preparation of the "Twelfth Five-Year Plan" for economic and social development. The members of the county development and reform bureau, county economic and trade bureau, construction bureau, agriculture and animal husbandry bureau, water conservancy bureau, forestry bureau, safety supervision bureau and other key units are specifically responsible for deploying a comrade, and invite experts and consulting institutions to participate.
According to the requirements of the county planning outline and special planning, the relevant departments of towns and villages should set up special planning teams of their own units respectively.
(iii) Advisory Group of Experts
The county development and reform bureau set up an expert advisory group to invite relevant experts in the province to guide, review, modify and give opinions on the preparation of the "Twelfth Five-Year Plan" of Tongzi County.
Four. primary mission
(1) Work Task
To study and put forward the strategic objectives, development ideas, development priorities and countermeasures of our county during the Twelfth Five-Year Plan period. The county's "Twelfth Five-Year Plan" focuses on the following aspects:
The first is to carry out planning research and study and training. Focus on learning the spirit of the instructions of the National Development and Reform Commission and the Provincial Development and Reform Commission on the preparation of the Twelfth Five-Year Plan, explore the innovation of planning work, and study the main contents, planning routes, development goals and construction priorities of the Twelfth Five-Year Plan of our county. Mainly through learning documents, field trips, organizing training, seminars and other forms.
The second is to carry out research on planning major development issues. It is the key link to do a good job in the preparation of the Twelfth Five-Year Plan to study and demonstrate the major issues and major project arrangements related to the overall development of our county, condense social wisdom, clarify development ideas, strengthen scientific planning, and provide full support and guidance for planning work. The preliminary study of the master plan is arranged by the office of the leading group, mainly through open employment and direct entrustment of research institutions. The preliminary study of the township planning outline and the special planning shall be arranged by the responsible units.
The key research topics and responsible units are: Research on Macro-environmental Trend of Economic and Social Development in Tongzi County during the Twelfth Five-Year Plan (County Development and Reform Bureau), Research on Current Situation and General Thinking of Economic and Social Development in Tongzi County (County Development and Reform Bureau), Research on Fixed Assets Investment in Tongzi County during the Twelfth Five-Year Plan (County Development and Reform Bureau), and Strategic Research on Accelerating Urbanization and Promoting Urban-Rural Integration Development in Tongzi County (County Development and Reform Bureau)
Third, the twelfth five-year plan for national economic and social development in Tongzi County is compiled. On the basis of investigation, data (opinions) collection and research, experts are invited to draft the Outline of the Twelfth Five-Year Plan for National Economic and Social Development in Tongzi County on behalf of the county people's government, which will be submitted to the county people's congress for deliberation after being examined and approved by the county people's government.
Fourth, prepare special plans for the development of key areas and key industries. All departments should conscientiously sum up the "Eleventh Five-Year Plan", carry out the planning work in a down-to-earth and effective manner, and on this basis, according to the requirements of scientific development and rational planning, prepare special plans for the construction and development of key areas (industries) in the county, and submit them to the County Development and Reform Bureau before the end of 20 10. It mainly includes 22 special plans: recent county construction plan (20 10—20 15) (county construction bureau), county management development plan (county urban management bureau), environmental protection plan (county environmental protection bureau), industrial development plan (county economic and trade bureau), energy development plan (county economic and trade bureau) and agricultural development plan (county agriculture and animal husbandry plan) Rural infrastructure construction planning (County Agriculture and Animal Husbandry Bureau), transportation development planning (County Transportation Bureau), water conservancy construction planning (County Water Conservancy Bureau), talent development planning (County Human Resources Bureau), educational science and technology development planning (County Education and Science Bureau), social security development planning (County Human Resources Bureau), cultural and sports development planning (County Wenguang Tourism Bureau), population and family planning development planning (County Population and Family Planning Bureau) and civil affairs development planning. Mainly by the administrative departments in the corresponding fields and industries to organize personnel and hire experts (or consulting agencies) to carry out preparatory work.
The fifth is to formulate the outline of the twelfth five-year plan for the national economic and social development of towns and villages. The township people's governments shall, according to the basic ideas of the Twelfth Five-Year Plan for the national economic and social development of the county, and in combination with their own reality, organize the compilation of the outline of the Twelfth Five-Year Plan for the national economic and social development of the township, and submit it to the county development and reform bureau before the end of 20 10.
(2) Timetable
The first stage: the preliminary preparation and research stage (2065438+early April 2000), proposing to the county people's government the preparation of the "Twelfth Five-Year Plan" work plan, mobilizing the deployment planning work, and carrying out the preliminary research work of major projects. All the units involved in the research project completed the research report in early April. At the same time, organize the study of planning ideas, draft and form the basic ideas of overall planning, and connect with the basic ideas of urban overall planning.
The second stage: the basic idea research stage (April to the end of June, 20 10). Continue to deepen the basic ideas of overall planning and special planning, solicit opinions and suggestions from various departments on the basic ideas of planning, and organize experts to demonstrate the basic ideas.
The third stage: the research and drafting stage of the basic framework of the outline and the draft special plan (from June 20 10 to the end of February 2 12). According to the basic idea of the county people's government in compiling the "Twelfth Five-Year Plan", the draft basic framework of the "Twelfth Five-Year Plan" was formed, and the research and drafting of various special plans were completed. On the basis of soliciting opinions from all walks of life, the development strategy, macro-management objectives, development direction and countermeasures of key areas are docked with relevant departments directly under the county.
The fourth stage: the drafting and review stage of the draft planning outline (20 1 1 early). Complete the drafting of the draft planning outline, organize experts to conduct consultation and demonstration, and submit it to the National People's Congress for deliberation and approval after being examined and approved by the county people's government.

At the same time, strengthen cooperation and seriously assist responsible units to carry out relevant planning work.
(3) Scientific planning and innovative methods. In accordance with the requirements of Scientific Outlook on Development, we should emancipate our minds, blaze new trails, scientifically calculate economic indicators, scientifically determine development goals, eliminate the planning contents that are too principled and poorly targeted, highlight the space, operability and local characteristics, avoid the similarity and overlap of contents, and enhance the pertinence, feasibility and usefulness of planning.
(four) overall arrangement, completed on time. All responsible units should co-ordinate the planning work, communicate with the county development and reform bureau in time and report the progress to the office of the leading group, complete the relevant planning in strict accordance with the time requirements and submit it to the county development and reform bureau in time to ensure the smooth completion of the "Twelfth Five-Year Plan" work.
(five) strict assessment, the implementation of rewards and punishments. The "Twelfth Five-Year Plan" is included in the 20 10 comprehensive target assessment. Units and towns that are not well coordinated and affect the preparation work shall be held accountable according to relevant regulations.
