Failing to truthfully declare family income or refusing to check; 3. Drug abuse, gambling and prostitution; 4, in violation of family planning; 5. Other circumstances stipulated by laws and regulations.
Three. Application procedure: the minimum living guarantee for rural residents shall be managed in the territory.
1. Rural residents shall submit a written application to the village (neighborhood) committee where their household registration is located;
2, the village (neighborhood) committee shall, within 5 days from the date of receiving the application, publish the list of applicants door by door, and the applicant shall fill in the "approval form for the minimum living allowance for rural residents". After verifying and signing the opinions, the village (neighborhood) committee shall submit the applicant's household registration book or a copy of the family member's resident ID card, and the proof materials of the actual income of the family member, etc. , to the township government or street offices for verification.
3. The township government or sub-district office shall complete the verification work within 15 working days from the date of receiving the submitted materials, sign opinions on meeting the minimum living conditions, prepare a roster of rural residents' minimum living security personnel, and report it to the civil affairs departments of cities, counties and autonomous counties;
4. The civil affairs departments of cities, counties and autonomous counties shall complete the examination and approval procedures within 10 working days from the date of receiving the examination and approval materials submitted by the township government or sub-district offices. Meet the minimum living guarantee conditions for rural residents, in the village (neighborhood) Committee where the applicant is located for 5 days. If there is no objection at the expiration of the publicity period, the civil affairs department will issue the "Minimum Living Guarantee Certificate for Rural Residents". If there is any objection, the civil affairs department will conduct further verification. For those who do not meet the minimum living guarantee conditions for rural residents, the civil affairs department shall notify the applicant in writing and explain the reasons.
Four. Security standard: The minimum living standard for rural residents is determined by the municipal, county and autonomous county governments according to the local economic development and financial situation and adjusted in time, but it shall not be lower than the 60 yuan per person per month (calculated by 60 yuan: 30 kg of rice, 30 kg of vegetables, 3 kg of eggs, cooking oil 1 kg, and sauce salt 1.5 kg).

6. Payment of subsistence allowances: subsistence allowances are generally paid monthly, and civil affairs departments can pay them by bank or cash according to the situation. At present, all of them are paid in cash, and the funds are allocated by the civil affairs department to towns and villages, distributed to the minimum living guarantee objects, and registered in the Certificate of Rural Residents' Minimum Living Guarantee.
