After the Third Plenary Session of the Eleventh Central Committee, with the implementation of the policy of freedom of religious belief, with the strong appeal of Buddhist believers and the concern of Urumqi Municipal Government, the construction of Qingquan Temple was formally put on the historical agenda. 1988, the Urumqi municipal government set aside an open space in Qingquan Mountain, a scenic Shuimogou Park, and allocated 230,000 yuan for the then Urumqi Buddhist Association to organize Buddhist believers to start construction. After more than ten years of construction and development, Qingquan Temple has formed a traditional Buddhist temple with the structure of Daxiong Hall, Shanmen Hall, Guanyin Hall, Dizang Hall, Tianwang Hall and left and right wings.

In August, 2000, under the coordination of Urumqi Religious Committee and Anmin Religious Committee, Master Xuanzang, a famous translator of Buddhist scriptures in the Tang Dynasty in the famous temple in An, Shaanxi Province, engaged in the translation of Buddhist scriptures, created the Mahatma Sutra, and was the only one who understood Buddhism, and welcomed a monk group headed by Master Jiren to Qingquan Temple. Since then, Qingquan Temple has opened a new chapter in ZTE's history. Since the monks moved in in 2000, Qingquan Temple has gradually become a window for the spread of Buddhist culture facing the society and the public through various activities rich in Buddhism. Its establishment marks a new step in Qingquan Temple's Buddhist cultural undertakings, and also shows Qingquan Temple's correct idea of taking the road of adapting religion to socialist society.
