Regulations of Yancheng Municipality on Promoting Civilized Behavior
Chapter I General Provisions Article 1 In order to cultivate and practice socialist core values, standardize, guide and carry forward civilized behaviors, and improve the civilized quality of citizens and the degree of social civilization, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, meets the requirements of socialist morality, embodies the core values of socialism, maintains public order and good customs, leads social customs, and promotes the progress of social civilization. Article 3 The promotion of civilized behavior should adhere to the leadership of the Party Committee, the implementation of the government, the cooperation of all parties and social participation, and promote the construction of social morality, professional ethics, family virtues and personal morality. Article 4 The people's governments of cities and counties (cities, districts) shall incorporate the promotion of civilized behavior into the national economic and social development plans and annual plans, and the required work funds shall be included in the fiscal budget. Fifth city and county (city, district) spiritual civilization construction steering committee to co-ordinate the promotion of civilized behavior within their respective administrative areas.

City, county (city, district) spiritual civilization construction institutions shall perform the following duties:

(a) to formulate plans and plans for the propaganda of civilized behavior within their respective administrative areas;

(two) to guide and coordinate the relevant departments to carry out the work of promoting civilized behavior;

(three) to supervise and inspect the implementation of civilized behavior propaganda;

(four) regularly assess and inform the implementation of these regulations;

(five) handling suggestions and complaints about the propaganda of civilized behavior;

(6) Do a good job in publicizing other civilized behaviors.

Relevant departments, people's organizations and organizations with the function of managing public affairs shall, in accordance with their respective responsibilities, do a good job in promoting civilized behavior. Sixth Town People's government, street offices shall, in accordance with their respective responsibilities, do a good job in the propaganda of civilized behavior.

Villagers' committees and residents' committees shall assist in advocating civilized behavior. Seventh units and individuals should actively participate in the propaganda of civilized behavior.

State functionaries, educators, deputies to the National People's Congress, CPPCC members and public figures should play an exemplary role in advocating civilized behavior. Article 8 All kinds of schools should carry out the fundamental task of moral education, deepen ideological and moral construction for minors and ideological and political education for college students, strengthen etiquette education for young students, and cultivate socialist core values. Article 9 Families should inherit the traditional virtues of managing the family diligently, respecting the old and caring for the young, living in harmony and helping each other in the neighborhood, and cultivate excellent family education and family discipline. Tenth newspapers, radio, television, new media, websites and other public media should promote civilized behavior, publish public service advertisements, report advanced models, and expose and criticize uncivilized behavior. Chapter II Code of Civilized Conduct Article 11 Citizens shall adhere to a green life and observe the following code of conduct:

(1) Saving public resources such as water, electricity and gas;

(2) Reduce the use of plastic bags and disposable tableware;

(3) giving priority to public transport;

(four) civilized and frugal festivals and weddings;

(5) Green funeral and civilized sacrifice. Twelfth citizens should care for the environment and practice the following code of conduct:

(1) No spitting and defecation;

(two) to maintain the hygiene of public toilets and take good care of public toilets;

(3) Not to smoke in public places in violation of regulations;

(four) no littering, packaging materials, scraps of paper, cigarette butts, chewing gum and other wastes;

(five) do not dump garbage, sewage and feces at will, and do not discard animal carcasses at will;

(6) Do not burn leaves, straws, garbage and other wastes in open places and garbage collection containers;

(seven) are not allowed to climb flowers and trees;

(eight) shall not destroy the places and conditions for the survival of animals, and shall not hunt, sell, purchase or eat wild animals for protection. Thirteenth citizens should have a civilized meal and practice the following code of conduct:

(a) Strictly practise economy, order on demand and not waste money;

(2) Cherish food and advocate "CD Action";

(3) Don't make noise when eating in public places;

(4) Don't over-persuade and don't drink. Fourteenth citizens should maintain community civilization and practice the following codes of conduct:

(a) shall not occupy or damage * * * facilities and equipment;

(two) shall not be in the public * * * area without construction, piling up debris, shall not occupy public * * * green space, shall not destroy green vegetables;

(three) shall not infringe upon the safety of electricity;

(four) the parking of motor vehicles and non-motor vehicles in residential areas shall not hinder the passage of roads, and shall not block the entrances and exits of garages, and shall not occupy or block fire exits;

(5) No articles that are unsightly or endanger public safety may be hung or placed outdoors;

(6) Don't throw things outdoors;

(seven) put the garbage in the designated place, and put the domestic garbage in different categories;

(eight) in indoor decoration or entertainment, fitness and other activities, effective measures should be taken to avoid interfering with the normal life of others.
