Recently, the 2019 version of the "Motor Vehicle Inspection Work Procedures" was announced. This work procedure has been optimized and changed in many aspects. Veteran drivers all know that my country’s annual inspection system has almost zero tolerance for car modifications, and both exterior and interior are off limits. Otherwise, it will not pass the annual inspection. This time in the new regulations, there are clear specifications and loosenings for modified cars
1. It is allowed to install luggage racks, foot pedals, bumpers, and replace wheels. In the "Regulations", restrictions on the installation of luggage racks, footrests, grilles, and bumpers have been relaxed. However, it should be noted that the height of the luggage rack is limited to 300mm. It is still illegal to install a luggage rack that exceeds this height. In addition, if you change the wheel hub, it is clear that the wheel hub can be replaced without changing the width of the car body; but unfortunately, the requirements for tires in the "Regulations" are still strict, and tires must be consistent with the original car size data; that is to say, the wheel hub This area only relaxes the restrictions on "style", and there are still very strict regulations on size and ET value. Regarding the modification of wheel hub styles, you need to pay attention to another national standard that will be implemented in January 2020. This national standard for automobile wheels is a standard set for wheel hub manufacturers other than vehicle manufacturers. To put it simply, after January 2020, we can legitimately replace other styles of wheels we buy on the market, and changing wheels will officially become legal. (The premise is that the tire measurement data is immutable)
2. It is allowed to modify the exhaust and add a rear wing. In the new "Regulations", a stipulation is clarified: the prerequisite for vehicle exterior modification is that the length and width of the vehicle cannot be changed, and it is clear that when measuring the length and width of the vehicle, the devices and components that should not be included in the measurement range according to the GB1589-2016 national standard regulations should be excluded. It can be seen that the following items are not included in the measurement: external sunshades, removable hitch or tow devices, exhaust tailpipes, air intake ducts, removable or foldable vehicle rear air guides ( rear wing, lower spoiler), rear tail ladder. In other words, these modifications are classified as legal modifications in the 2019 version of the "Regulations".
3. Annual inspection of senior cars.
1>The car owner does not need to be present in person. In the inspection data requirements column of the new "Regulations", there is no requirement for the car owner's identity certificate. Only the identity certificate of the person submitting the vehicle for inspection is required. In this way, when the old car goes for annual inspection, whether it is asking someone to do the inspection or relatives and friends to help, it will reduce a lot of trouble.
2> The new "Procedures" for leaving video traces throughout the entire process have made new provisions on the annual inspection process. Police officers and inspectors in the inspection area should wear law enforcement recorders and upload them to the Ministry of Public Security network in real time to prevent inspectors from Collude with scalpers and solve the problem of rampant scalpers at the root.
