Measures of Ningbo Municipality on Medical Assistance
Article 1 In order to establish and improve the urban and rural social assistance system in our city and help poor residents to obtain basic medical care, these Measures are formulated in accordance with the relevant provisions of the state and the province and combined with the actual situation of this Municipality. Article 2 All residents in difficulty who have permanent residence in this Municipality and meet the conditions for assistance as stipulated in these Measures can get medical assistance from the local government. Article 3 The term "medical assistance" as mentioned in these Measures refers to the behavior that the government and society provide special help and support to poor residents who cannot be treated due to illness. Article 4 Medical assistance for residents shall follow the principles of being difficult to help, combining medical assistance with medical insurance and mutual medical assistance, and combining government assistance with social assistance, being open, fair and true. Fifth city and county (city), the district civil affairs department is responsible for the management of medical assistance for residents within their respective administrative areas. Sub-district offices and town (township) people's governments shall be equipped with necessary personnel to be responsible for the preliminary examination of medical assistance for residents within their respective jurisdictions and related services.

Neighborhood (village) committees may undertake the investigation and verification of residents' medical assistance and related services according to the entrustment of the above-mentioned units. Article 6 If the following residents are sick and seek medical treatment, and the medical expenses are still difficult after being reduced or exempted in accordance with relevant regulations, they may apply for assistance in accordance with the provisions of these Measures:

(a) urban residents who have no source of livelihood, no ability to work, and can't set their dependents or caregivers (hereinafter referred to as "three noes") and rural residents who can't set their dependents or have legal dependents but can't support them, and the elderly, disabled people and minors who have no ability to work and no source of livelihood (hereinafter referred to as the five-guarantee object);

(two) family members who enjoy the minimum living allowance;

(three) family members suffering from special diseases, the monthly per capita income is less than 30% of the local minimum living standard;

(four) family members holding the "Ningbo Social Assistance Certificate";

(five) the original streamlined workers enjoy regular quantitative subsidies;

(VI) Survivors of martyrs who enjoy regular preferential treatment, survivors of soldiers who died in the line of duty, survivors of deceased soldiers, rural demobilized soldiers, disabled soldiers of Grade 7 and below, and veterans who returned home sick (hereinafter referred to as key entitled groups);

(7) Old party member, old guerrillas and old traffic policemen who joined the Party in rural areas before the founding of the People's Republic of China (hereinafter referred to as "three old people");

(eight) the people's governments at or above the county level to confirm the courageous;

(nine) the city and county (city), the District People's government to determine other relief objects. Article 7 The special diseases mentioned in these Measures refer to the following diseases:

(1) severe mental illness;

(2) Severe uremia;

(3) Malignant tumor;

(4) Transplantation of major tissues and organs;

(five) heart failure caused by heart disease, heart tissue defect;

(6) decompensated cirrhosis with complications;

(7) Leukemia, aplastic anemia, hemophilia and lupus erythematosus;

(8) Diabetes complicated with severe cardio-cerebral nephropathy;

(9) Hemiplegia caused by cerebrovascular accident 1-3;

(ten) other special diseases determined by the Municipal People's Government according to the actual social situation. Article 8 When a resident applies for medical assistance, the applicant shall submit a written application to the subdistrict office and the town (township) people's government through the neighborhood (village) committee where the household registration is located, and provide the following relevant documents:

(a) the original and photocopy of the resident identity card and residence booklet;

(two) the original and photocopy of the relevant documents that can prove that the applicant is the object of assistance in Article 6 of these Measures;

(3) Diagnostic certificates, original medical records and related bills issued by designated medical institutions. If the original bill is retained by the relevant institution, a copy of the bill sealed by the institution shall be issued;

(four) have participated in the basic medical insurance for urban workers, need to provide the "Ningbo basic medical insurance card calendar";

(five) have participated in the new rural cooperative medical care, need to provide proof of enjoying the benefits of the new rural cooperative medical care;

(six) the poor workers who have participated in the medical mutual assistance security in this Municipality need to provide proof of medical mutual assistance security for employees;

(seven) loss of ability to work, need to provide proof of loss of ability to work;

(eight) severely disabled residents, the need to provide documents for the disabled;

(9) Other necessary relevant certificates. Ninth street offices, town (township) people's government shall investigate and verify the materials provided by the applicant, and publicize the results in the community (village) where the applicant is located, and the publicity period shall not be less than 7 days. In line with the conditions, within 20 days (including the publicity period) reported to the county (city), the district civil affairs department audit.

County (city) and district civil affairs departments shall complete the audit procedures within 15 days after receiving the materials submitted by the people's governments of sub-district offices and towns (townships). Article 10 An application for medical assistance shall not be accepted under any of the following circumstances:

(a) the medical expenses of the medical assistance object not specified in these Measures;

(2) Failing to provide valid certificates or original medical records, diagnosis certificates and valid vouchers;

(three) medical expenses incurred by going to non-designated medical institutions for medical treatment without authorization, or transferring to other hospitals for treatment without the prior consent of the administrative organ;

(4) Drug procurement expenses;

(5) medical expenses every other year;

(six) medical expenses caused by traffic accidents, suicide, fighting, drug abuse, gambling, etc.;

(seven) other medical expenses that do not meet the requirements of the present measures.
