Medical institutions can use medical insurance cards only after signing an agreement with Beijing Municipal Bureau of Human Resources and Social Security on designated medical institutions for medical insurance. As far as I know, Badachu Plastic Surgery Hospital is not a designated medical institution, at least not before 2008. To confirm this, you can go to the website of Beijing Human Resources and Social Security Bureau or call 12333.
