Basic standards for nursing centers (for Trial Implementation)

Nursing center is an independent professional medical institution that provides daily care for the disabled, demented or bedridden for a long time, supplemented by simple medical measures, with the basic function of improving the quality of life of patients.

The nursing center does not include the nursing units in the hospital, nor does it include the nursing institutions set according to the standards of nursing homes and nursing stations.

I. Bedclothes

The total number of nursing beds exceeds 20.

Second, the professional setting

(a) at least for the elderly, weak, disabled, dementia and long-term bedridden people to provide general medical treatment, daily medical care, basic rehabilitation and other services, conditional provision of hospice care services.

Third, staffing.

(1) There shall be at least 2 medical practitioners with more than 5 years' working experience, among whom at least 1 medical practitioners with associate senior and above professional and technical qualifications in internal medicine.

The nursing center should take the protection of patients' safety as the basic principle, and equip relevant professional doctors or hire multi-agency practitioners according to the health status and actual work needs of nursing staff. Physicians in neurology, cardiovascular medicine, respiratory medicine, oncology, geriatrics and traditional Chinese medicine should make regular rounds to guide or assist in dealing with related medical problems.

(2) Each sickbed shall be equipped with at least 0.6 full-time nursing staff, of which the ratio of nurses to nurses is 1:3-4.

(3) There shall be at least 1 person of nurses with professional and technical post qualifications above the head nurse. If the number of nursing beds reaches or exceeds 30, at least 2 nurses with professional and technical post qualifications who are in charge of nursing shall be equipped.

Those who provide rehabilitation medical services at the same time shall be equipped with corresponding rehabilitation doctors and therapists according to the needs of the rehabilitation medical services provided.

Management standard of nursing center (for Trial Implementation)

In order to standardize the management of nursing centers, improve the level of medical care services, and ensure the quality and safety of medical care services, this specification is formulated in accordance with the Law on Medical Practitioners, the Regulations on the Administration of Medical Institutions, the Regulations on Nurses and the Measures for the Administration of Hospital Infection. This specification is applicable to independent nursing centers that provide nursing services.

I. Institutional management

(a) the nursing center shall formulate and implement management rules and regulations, implement technical specifications and operating procedures promulgated or recognized by the state, clarify the post responsibilities of staff, and strictly implement measures such as fire control, safety and security, emergency evacuation, fall prevention, bed fall prevention, self-mutilation (suicide), loss prevention, injury prevention, and hospital infection prevention and control to ensure the safe and effective development of rehabilitation medical services.

(2) The nursing center shall set up an independent department or be equipped with full-time personnel to be responsible for the management and control of quality and safety, and earnestly perform the duties of guidance and inspection, quality control and internal supervision on the implementation of rules and regulations, technical specifications and operating procedures, as well as the management of service quality and safety; Responsible for monitoring, analyzing and implementing effective intervention management on risk factors in daily operation and management and business development; Implement the responsibility of preventing and controlling hospital infection and standardizing the disposal of medical waste; Provide guidance for employees' occupational safety protection and health management; Responsible for guiding and checking the writing, preservation and use management of nursing professional documents, files and data.

Second, the quality management

The nursing center shall implement quality management according to the following requirements:

(six) in strict accordance with the relevant provisions and requirements, standardize the use and management of medical, nursing, rehabilitation and other equipment, consumables, disinfection equipment and supplies.

Third, safety management.

The nursing center shall strengthen the prevention and control of safety and hospital infection according to the following requirements:

(a) seriously implement the relevant systems and requirements of hospital infection management, improve the safety and hospital infection prevention and control rules and regulations in line with the actual situation of this institution and strictly implement them.

(2) The layout of the building shall meet the barrier-free requirements, meet the needs of environmental sanitation and hospital infection prevention and control, have reasonable layout process and functional zoning, have clear signs, and have perfect safety facilities such as fire fighting, security, emergency evacuation, fall prevention, bed fall prevention, self-mutilation (suicide) prevention, loss prevention, injury prevention and hospital infection prevention.

(3) Having a perfect and executable emergency plan, and regularly carrying out emergency handling capacity training and drills. In case of emergency medical rescue or emergency, the emergency mechanism can be started in time and effectively implemented to ensure the safety of personnel to the maximum extent.

(4) Report the confirmed or suspected cases of infectious diseases to the disease prevention and control institutions in strict accordance with the requirements of the Law on the Prevention and Control of Infectious Diseases and the Management Specification for Information Reporting of Infectious Diseases, and do a good job in controlling infectious diseases. The outbreak, gathering and epidemic of suspected infectious diseases shall be reported in accordance with the Measures for the Administration of Hospital Infection and relevant regulations. Properly dispose of medical wastes in strict accordance with the principles of classified management and relevant regulations.

Four. Supervision and management

(a) health and family planning administrative departments at all levels should strengthen the supervision and management of nursing centers within their respective jurisdictions. (2) Health and family planning administrative departments at all levels have the right to take the following measures when performing their duties of supervision and inspection:

2. Consult or copy relevant materials of quality and safety management, and collect and seal samples;

3. Ordering the nursing center that violates this specification and relevant regulations to stop the illegal behavior;

4. Deal with violations of this Code and related regulations.

(three) the nursing center has one of the following circumstances, which shall be dealt with by the administrative department of health and family planning according to the circumstances, causing serious consequences and being suspected of committing a crime, and shall be investigated for criminal responsibility according to law:

1. Professional activities that can only be carried out after using non-professional technicians to engage in practice registration;

2. A major accident occurred;

3 did not participate in the health and family planning administrative departments or quality control centers to implement the management and control of medical quality and medical safety, and refused to accept the business guidance and supervision of the health and family planning administrative departments and quality control centers; Or the quality evaluation is unqualified for more than two consecutive times, and it is still unqualified after rectification;

4 other violations of the Regulations on the Administration of Medical Institutions and its detailed rules for implementation.
