3. Quarantine before boarding 14 days.

4. The strictest thing about the New Deal is actually this!

When the New Deal was introduced, maybe everyone was scared by the clauses of "closed-loop isolation" and "restricted rotation" and didn't notice the really "terrible" clauses:
