Four types of people with difficulties, such as destitute people, severely disabled people, and people returning to poverty, are identified as people who are employed in their communities and have family difficulties, and have been registered as unemployed. Men are over 55 years old and women are over 45 years old. After paying the employee's basic old-age insurance as a flexible employee for one year, the employee's old-age insurance subsidy enjoying the minimum living guarantee is 450 yuan per person per month, and the employee's medical insurance subsidy is RMB 100 per person per month.

Disability allowance policy standards are as follows:

1. The subsidy standard is 400 yuan per person per month for persons with visual impairment and physical disability with disability grade I or II, and persons with intellectual and mental disability with disability grade I, II and III;

2. The subsidy standard is 320 yuan per person per month for visually and physically disabled persons with disability grade III or IV, intellectually and mentally disabled persons with disability grade IV, and hearing and speech disabled persons with disability grade I, II, III and IV.

Disabled persons and their units shall participate in social insurance in accordance with relevant state regulations. Urban and rural grassroots mass autonomous organizations and families of disabled persons where disabled persons are located shall encourage and help disabled persons to participate in social insurance. Disabled people with real difficulties in life shall be given social insurance subsidies in accordance with relevant state regulations. People's governments at all levels shall give assistance to poor disabled people in basic medical care, rehabilitation services and the configuration and replacement of necessary assistive devices. Local people's governments at all levels should give nursing subsidies to disabled people who cannot take care of themselves.

Support for the poor includes:

(1) Providing basic living conditions;

(two) the care object of life can not take care of themselves;

(3) providing disease treatment;

(4) handling funeral matters.

Forty-eighth people's governments at all levels provide social assistance such as life, education and housing to disabled people with real difficulties through various channels.

Local people's governments at or above the county level shall take other measures to ensure the basic livelihood of families with disabilities who still have special difficulties after enjoying the minimum living allowance.
