The scope of special operations and the conditions, training, assessment and certification of special operations personnel are stipulated in the national standard Management Rules for Safety Technology Assessment of Special Operations Personnel (GB 5306-85) and the Management Regulations for Safety Technology Training and Assessment of Special Operations Personnel issued by the Ministry of Labor (old (1991) No.31).

"Special operation qualification" means that special operators must receive safety technical training and pass the theoretical examination of safety technology and the examination of practical operation skills before taking up their posts independently.
