Planning Commission, planning, commerce and environmental protection departments should do a good job in the management of vegetable bases in accordance with the division of responsibilities.
The Vegetable Office of the Municipal People's Government is responsible for coordinating the management of vegetable bases. The management of vegetable bases in districts and counties shall be coordinated by the corresponding institutions determined by the district and county people's governments.
The township (town) people's government shall, in accordance with the relevant provisions of these regulations, do a good job in the management of the vegetable base in the township (town). Article 6 Rural cooperative economic organizations and individuals shall protect and rationally utilize vegetable fields in vegetable bases. Chapter II Planning and Layout Article 7 The planning and layout of vegetable bases must conform to the overall land use planning, agricultural zoning and urban planning, and stabilize existing vegetable fields and develop new vegetable fields in a planned way according to the principle of giving priority to suburbs and giving priority to outer suburbs.
The vegetable base area plan is reached by the Municipal Planning Commission to all districts and counties, and implemented to townships (towns) according to national standards. Article 8 The Municipal People's Government shall formulate a plan for vegetable bases, and divide the vegetable bases into a first-class vegetable land and a second-class vegetable land. A class of vegetable fields should be protected.
Protected areas are based on existing vegetable fields, and are designated by townships (towns), villages and cooperatives according to the following conditions:
(1) Centralized vegetable fields and convenient transportation;
(2) Good environmental conditions for vegetable production;
(three) does not conflict with the national key construction and economic, scientific and technological development zone planning.
The vegetable area of the protected areas in the city shall not be less than 70% of the total vegetable area. Article 9 The municipal, district and county people's governments shall plan spare vegetable fields outside the urban planning area, and protect them with reference to the first-class vegetable fields protection measures. Tenth vegetable base planning by the Municipal Agriculture Commission in conjunction with the land, planning departments and district and county people's governments, submitted to the Municipal People's government for approval. Eleventh vegetable base planning, once approved, must be strictly implemented, and no department or individual may change it without authorization. When necessary, it can be adjusted once every five years, and the adjustment plan is approved by the Municipal People's government. Article 12 District and county agricultural committees or agricultural offices, land departments and township (town) people's governments shall implement the planning of vegetable bases village by village, and register and file. Chapter III Development and Construction Article 13 The development and construction of vegetable bases should rely on science and technology, adjust measures to local conditions, highlight key points, be responsible at different levels and be carried out in a planned way. Adhere to the protection and transformation of old vegetable fields and the development of new vegetable fields, strengthen the infrastructure construction of vegetable fields, and build stable and high-yield vegetable production bases in stages.
Vegetable infrastructure and facilities construction, including road traffic, agricultural machinery and water conservancy, soil improvement, land shaping, seedling base, gardening facilities, vegetable scientific research and technical service system construction. Article 14 The people's governments of cities, districts, counties and townships (towns) shall strengthen their leadership in the development and construction of vegetable bases, raise and arrange the use of vegetable field construction funds through multiple channels, and give necessary support to the development of new vegetable fields and key infrastructure construction projects. Fifteenth rural cooperative economic organizations and individuals should take various forms such as investing in labor, changing labor into capital, and subsidizing agriculture with industry, increase investment in the development and construction of vegetable bases, and do a good job in the development and construction of vegetable bases. Article 16 The Municipal Commission of Agriculture shall, jointly with the Municipal Planning Commission, finance and other relevant departments, prepare the development and construction of vegetable bases and its capital plan on an annual basis, and organize the implementation after the approval of the Municipal People's Government. Seventeenth city investment and city and county investment in vegetable development and construction projects, by the Municipal Agriculture Commission in accordance with the annual plan approved by the Municipal People's government is responsible for examination and approval. Outside the annual plan, it shall be reported to the Municipal People's government for approval.
The vegetable field development and construction projects invested by districts and counties shall be examined and approved by the district and county people's governments and reported to the Municipal Agriculture Committee for the record.
The examination and approval of the above-mentioned vegetable field development and construction projects, as otherwise provided by the state, shall be submitted for approval according to the provisions of the state. Eighteenth vegetable base development and construction, should implement the responsibility system of project management, hierarchical departments to organize the implementation. Approved vegetable development and construction projects, the construction unit shall sign a contract with the relevant competent departments, and strictly perform. Nineteenth relevant departments of the municipal, district and county people's governments shall give support to the development and construction of vegetable bases, and the planned distribution of materials required shall be arranged as a whole to ensure supply. Chapter IV Utilization and Protection Article 20 Vegetable fields in vegetable bases must be used for vegetable production, and other crops shall not be replanted without authorization, nor shall they be abandoned.
The township (town) people's government is responsible for inspecting and supervising the planting and use of vegetable fields in vegetable bases.
