The medical beauty service in China has experienced a long and tortuous development process, especially plastic surgery. Although China's medical beauty service has developed rapidly, compared with western developed countries, there are still problems such as late start, mixed employees and chaotic service market, which hinder the development of medical beauty service in China.

In order to standardize medical beauty services and strengthen industry supervision, the Ministry of Health promulgated the Measures for the Administration of Medical Beauty Services on June 22, 2002, and in April of the same year issued the Basic Standards for Beauty Medical Institutions and Medical Beauty Departments (for Trial Implementation). In July of the same year, the Ministry of Health entrusted the Chinese Medical Association to formulate and publish a medical beauty project. Nevertheless, in recent years, there have been more and more medical beauty disputes and controversies in various places, with increasing social impact and endless problems, which directly affect people's doubts about medical integrity, thus attracting great attention from the public and the news media. Therefore, how to strengthen the supervision of medical beauty service institutions has become one of the important research topics for health managers.

Problems existing in medical cosmetology

1. The examination and approval of setting up medical beauty institutions is not rigorous enough.

(1) The organization name is not standardized. Institutions engaged in medical beauty services are mostly private institutions, mostly in the form of out-patient departments and clinics, and the establishment of institutions shall be examined and approved by the health administrative departments of districts and counties within their jurisdiction; The lax examination of the names of institutions leads to extremely irregular names, such as "China-Australia (Austria)", "China-Korea" and "China-Germany".

(2) The setting standard of medical beauty institutions is low. Medical beauty service is mostly to meet people's psychological needs of pursuing aesthetic feeling, which belongs to the category of special medical services and has certain risks. Therefore, the setting standards of institutions, personnel, technology and equipment should be higher than other types of medical institutions. However, at present, the setting standards of medical beauty institutions in China are basically based on the standards of other medical institutions, with low standards and no industry characteristics.

2. The quality of employees is mixed.

(1) Acting Manager. Investors in some private medical beauty institutions only pay attention to economic benefits, ignoring management, personnel quality and the demands of beauty seekers. In particular, the working backgrounds of institutional managers vary widely, including medical personnel, businessmen and workers. Have not received the basic training of professional knowledge of health management, have a little knowledge of medical and health laws and regulations, and are dismissive of the supervision and inspection of health administrative departments.

(2) medical personnel. Some investors in private medical beauty institutions employ foreign medical personnel to practice medicine in their institutions, and some foreign personnel have not obtained the Medical License, or illegally practice medicine in their institutions under the guise of others. In addition, the phenomenon of plastic surgeons practicing medicine in different places is increasing.

(3) Third-line personnel ①. Most people engaged in food decoration have not received the training of basic knowledge of systematic medicine, and their certificates are varied. The more formal vocational certificate is the vocational qualification training certificate issued by the local labor department, so the qualifications of the "three grains" personnel need to be standardized.

3. Medical beauty institutions blindly carry out projects.

Medical beauty institutions blindly carry out service projects without considering their own personnel, equipment and facilities. If the beauty clinic does not have the basic rescue equipment and blood use qualification, it will hire a plastic surgeon to perform high-tech cosmetic surgery such as breast augmentation and liposuction without authorization.

4. The pricing of medical beauty services is inflated.

The local health and price departments have not stipulated the charging standards for medical beauty services, and the medical beauty service institutions set their own prices with reference to the supply and demand relationship in the local beauty service market, resulting in inflated pricing and disorderly competition.

5. False advertisements mislead beauty seekers

In order to win higher popularity and greater economic benefits, some medical beauty institutions publish false advertisements through various channels and means, such as exaggerating the effect of surgery and concealing the risk of surgery, misleading or even deceiving beauty seekers to reap huge profits.
