City and district and county industrial and commercial administration, technical supervision, public security, industry, commerce, health, education and other departments and banks shall, in accordance with their respective responsibilities, cooperate with the city and district and county price inspection agencies to investigate and deal with price fraud and profiteering Profiteering behavior. Article 4 The term “price fraud” as mentioned in these Measures refers to the following behaviors in which producers and operators use unfair price means to deceive consumers and harm consumers’ economic interests:

(9) Other price fraud behaviors. Article 5 The term "profiteering" as mentioned in these Measures refers to the behavior of producers and operators using unfair price means to obtain high profits and damage the economic interests of consumers in the process of producing goods or providing paid services. Article 7 Commodities that are subject to price difference rate control shall be deemed as profiteering in accordance with the following provisions:
