Wenhua Town is located on the northeastern border of Liangping County, 22 kilometers away from Liangping County and bordering Xinjie Township, Kaijiang County. The town has jurisdiction over 8 administrative villages and 52 villager groups, with more than 17,000 people, mainly Han, covering an area of ??29.5 square kilometers and more than 9,300 acres of cultivated land.

Wenhua Town is commonly known as Luosidian, so there is a soil bag shaped like a snail in the area. It is said that there is a tomb nearby, and the tomb is often covered with snails, so it is named Luosidian Tomb. Later, someone built a shop nearby to provide food and lodging for passers-by, so it was named Luoshi shop. Culture is named after the cultural township. This name comes from the Qing Dynasty, when a regiment leader named Ping often handled official business in the Confucian Temple at the entrance of Luosidian. When the township was founded, he named the place "Wenhua Township". Before liberation, there were 13 guarantees under the jurisdiction. It was liberated on December 7, 1949. A village was built in 1951, and the original 13 villages under its jurisdiction were changed to 13 villages. In 1955, it was changed to a cultural township, and a cultural commune was established in 1958. It was renamed Chiwei Society in 1967, restored to Cultural Commune in 1976, and became Cultural Township after the restoration of the People's Congress system in 1980. In 1992, the district was merged with the township to build a town. The town was located in Luosidian and named Wenhua Town.

The terrain of the town is high in the southeast and low in the northwest. Except for Wenhua Village, Changchun Village, and Hejia Village, which are hilly, the rest of the villages are in low mountainous areas. The soil is fertile, the climate is mild, and the dominant wind direction is northeasterly all year round. The annual rainfall is more than 1100mm, the sunshine is abundant, the sunshine time is more than 1500 hours, the frost-free period is about 260 days, and the annual average temperature is 16.7 degrees Celsius.

The town currently has more than 9,300 acres of cultivated land, 6,174 acres of woodland, and 1,470 acres of water. The main food crops are rice, wheat, corn, potatoes, and sweet potato. The total grain output in 2005 was 6,435 tons. The main economic crops are soybeans and peanuts. Liangshan pomelo planting has a certain scale, with more than 60,000 fruit-bearing trees and an annual output of about 800,000 fruits. The breeding industry is mainly based on pigs, chickens, ducks, etc. The total agricultural output value is expected to reach 29.5 million yuan this year.

The township enterprises mainly focus on building materials, wine making, soy product processing, wood, bamboo processing, etc. The annual output value of the shale brick factory built through investment promotion exceeds one million yuan. In 2005, the total output value of township enterprises was 79.5 million yuan.

Wenhua Town is the political, economic and cultural center of the town, and is also a relatively active agricultural and sideline products distribution center. Because Wenhua Town is adjacent to Kaijiang Xinjie Township, Guangfu Town, Hexing Town, and Xinsheng Town, the market trade is active, with more than 10,000 people attending the market. There are junior middle schools, primary schools, kindergartens and health centers in the town. The annual savings of the Cultural Rural Credit Cooperative reaches 48.78 million yuan.
