Article 1 is amended as: In order to further strengthen urban planning management, improve the level of planning management, and make urban planning management legal, scientific and standardized, these Provisions are formulated in accordance with the Urban and Rural Planning Law of People's Republic of China (PRC) and the actual situation of this Municipality.
