The car fence can be changed into a flat plate, and it is necessary to apply to the vehicle management office for registration of change. When applying, the motor vehicle owner shall fill in the application form and submit the motor vehicle owner's identity certificate, motor vehicle registration certificate, driving license and other materials. The vehicle management office shall, within one day from the date of acceptance, confirm the motor vehicle, review the submitted documents and vouchers, endorse the changes on the motor vehicle registration certificate, recover the driving license and reissue the driving license.

Article 10 of the Regulations on Motor Vehicle Registration

If a registered motor vehicle is under any of the following circumstances, the owner of the motor vehicle shall apply to the vehicle management office for registration of change:

(1) changing the color of the car body;

(2) Replace the engine;

(3) replace the car body or frame;

(4) Replacing the whole vehicle due to quality problems;

(five) the nature of the use of operating motor vehicles to non-operating motor vehicles or non-operating motor vehicles to operating motor vehicles has changed;

(six) the motor vehicle owner's household registration moved out or moved into the jurisdiction of the vehicle management office.

If there are more than two motor vehicle owners who need to change the registered owner's name to other owners' names, they may apply to the vehicle management office for change of registration.
