Chapter 1 General Provisions

Chapter 2 Collection, Transportation and Disposal Management

Article 22: A physical fence of no less than two meters should be set up around construction waste disposal; dust prevention, sewage overflow prevention, mosquito and fly disinfecting and other facilities should be set up; dedicated management should be provided. Keep the venue clean and tidy to prevent pollution to the surrounding environment; picking up waste items is prohibited.
Article 23 Construction waste disposal sites shall not dispose of industrial waste, domestic waste or hazardous waste such as toxic, harmful, flammable and explosive waste.
Chapter 4 Legal Responsibilities
Article 24: Anyone who commits any of the following acts shall be ordered by the city appearance and environmental sanitation administrative department to make corrections, clear the pollution within a time limit, and complete the approval procedures. In addition, a fine of not less than 100 yuan but not more than 500 yuan will be imposed, and for those who commit the acts of ***3*** to ***5***, the "Construction Waste Transportation Permit" may be temporarily withheld for one to five days. Article 32 Units and individuals damaged by urban construction waste pollution have the right to demand compensation for losses in accordance with the law. Disputes over liability for compensation and amount of compensation shall be mediated by the administrative department of city appearance and environmental sanitation, or may be brought directly to the People's Court.
Article 33: Administrative law enforcement personnel of the city appearance and environmental sanitation administrative department shall enforce the law impartially. Anyone who abuses his power or engages in malpractice for personal gain shall be subject to administrative sanctions by his or her unit or the superior authority; if a crime is constituted, criminal liability shall be pursued in accordance with the law.
Article 34: If the performance of official duties is protected by law and the administrative law enforcement personnel of the city appearance and environmental sanitation administrative management department are prevented from performing official duties in accordance with the law, the public security organs shall comply with the "Public Security Management Punishment Regulations of the People's Republic of China" shall be punished; if a crime is constituted, criminal liability shall be investigated in accordance with the law.
