On September 28th, 2004, Sichuan Provincial People's Government (Chuanfu Civil Affairs Document No.47 [2004]) gave an official reply, agreeing to put the administrative system of Guo Zi, Bao Tong, Zhengjiazui, Guanyinyan and Tuxi in Yueming Town under the jurisdiction of Shuanghe Town. Cancel the establishment of Shuanghe Town, and implement the management system of sub-district offices in administrative areas. Set up three sub-district offices of Shuanghe, Hualong and Guqiao as agencies of the municipal party committee and municipal government. The adjusted Shuanghe Office has jurisdiction over 7 communities and 17 administrative villages, with an area of 37.45 square kilometers and a population of 52,000, including 28,500 non-agricultural people. Guqiao Office governs 9 administrative villages, with an area of 23. 1 km2 and a population of 25,000, of which the non-agricultural population is 0.8 1 10,000. Hualong Office governs 14 administrative villages, covering an area of 25.3 square kilometers and a population of 29,500, including 6,000 non-agricultural people. In 2005, Huaying City administered 3 streets and 9 towns 1 townships: Shuanghe Street, Guqiao Street, Hualong Street, Tianchi Town, Lushi Town, Yongxing Town, Yueming Town, Yanghe Town, Gaoxing Town, Guanyinxi Town, Xikou Town, Qinghua Town and Wadian Township.

On June 29th, 2006, with the approval of Sichuan Provincial People's Government (Chuanfu Civil Affairs [2006] No.33), Wadian Township in Huajian City was renamed Hongyan Township.
