Article 3 The term "technical prevention of public safety" as mentioned in these Measures refers to the activities of preventing, detecting and stopping illegal and criminal acts and maintaining social public safety by using scientific and technological means such as public safety technical prevention products and public safety technical prevention systems.
The measures referred to in * * * security products (hereinafter referred to as security products) refers to the special equipment or equipment listed in the national security product catalogue for intrusion prevention, theft prevention, robbery prevention, sabotage prevention, explosion-proof safety inspection and other fields, including intrusion detectors, alarm system access control devices, anti-theft alarm controllers, mechanical anti-theft locks, automobile anti-theft alarm systems, anti-theft safes (boxes), anti-theft safety doors and building intercom.
The public safety technical prevention system mentioned in these Measures (hereinafter referred to as security system) refers to intrusion alarm system, video security monitoring system, access control system, explosion-proof security system, etc. , for the purpose of maintaining social security, is composed of security products and other related products, or an electronic system or network composed of these systems as subsystems. Article 4 The people's governments of cities, districts and counties (cities) shall strengthen the organization and leadership of technical defense work, incorporate technical defense construction and management into the target management system for comprehensive management of social security, and urge relevant departments to do a good job in relevant management. Article 5 The municipal public security organ is the competent department of technical defense work in this Municipality, and is responsible for organizing the implementation of these Measures.
District and county (city) public security organs shall be responsible for the management of technical defense within their respective jurisdictions.
The technical defense management institution of the public security organ is responsible for the daily management of technical defense.
Administrative departments of quality and technical supervision, planning, construction, real estate, urban management, transportation, culture and finance. Should be in accordance with their respective responsibilities, cooperate with each other to do a good job in the management of technical defense. Article 6 The construction, use and management of the technical defense system shall follow the principles of integrating resources, saving costs, using according to law, administrative supervision and who benefits, who builds, who contributes and who manages. Article 7 The following units, places or parts shall establish video security monitoring systems, and the units, places or parts listed in Items (1) to (9) shall also establish intrusion alarm systems, access control systems and other technical prevention systems respectively:
(a) guns, ammunition and civilian explosive equipment warehouse;
(2) Places and places where inflammable, explosive, highly toxic and pathogenic drugs, controlled drugs, radioactive substances and other dangerous goods are produced, used and stored;
(3) Places and places for storing and processing documents, archives, drawings and materials above the confidential level, and places for centralized storage of important bills and account books;
(4) Places and parts where gold, jewellery, currency and securities are produced, stored and traded;
(five) museums, exhibition halls, cultural relics shops, key cultural relics protection units and other places and parts where important cultural relics are displayed and collected;
(six) organs, press and publication, radio and television, telecommunications, postal services and other units;
(seven) national key scientific research institutions and national defense scientific research, testing, production units and national key construction projects;
(eight) power supply, water supply, gas supply, oil supply and central heating and other important power and energy systems;
(nine) airports, long-distance bus stations, railway stations, docks, entrances and exits, main passages and other parts;
(ten) places for cultural, entertainment and sports activities, large shopping malls, supermarkets, hotels, hospitals, schools, kindergartens, entrances and exits, main passages and other parts;
(eleven) the city's main streets, security checkpoints, major traffic intersections, crosswalks (overpasses), intercity entrances and exits, parking lots, squares and people gathering lots.
The municipal public security organ may, according to the needs of public security, determine other units, places and parts that should establish a security system, and report to the Municipal People's government for approval. Eighth existing residential buildings or residential areas that have not established technical defense systems shall be equipped with building intercom systems and anti-theft security doors; Conditional residential areas can establish intrusion alarm systems, video security monitoring systems and other technical defense systems at entrances and exits, important parts and areas.
Financial escort vehicles, special vehicles for the transport of dangerous goods and other special or special means of transport involving public safety shall be equipped with tracking and positioning systems; Encourage other motor vehicles to install anti-theft and anti-robbery devices or tracking and positioning systems. Article 9 The public security organ shall establish a platform for urban alarm monitoring system, which shall be interconnected with the digital urban management system.
The video security monitoring system established by the units, places or parts listed in Article 7 of these Measures shall be networked with the urban alarm monitoring system platform of the public security organ, and have the conditions for the public security organ to call the monitoring data in real time.
According to the needs of public safety, the public security organ considers that the video security monitoring system built by relevant units is necessary for networking access, and the relevant units shall be networked with the urban alarm and monitoring system platform of the public security organ as required.
