Baggage should be shipped with the passenger train or shipped in advance; As far as possible, parcels should be transported by direct train or train with shorter transportation time. Priority should be given to the delivery of emergency relief materials, emergency medicines and sporadic agricultural materials.
Section 2 Scope of Luggage
Article 59 Luggage only refers to a small amount of articles limited for the convenience of passengers' travel and life and disabled vehicles used by disabled passengers instead of walking. Those exceeding the prescribed scope shall be transported by parcel.
Article 60 Articles that may not be carried with luggage generally refer to:
Currency: paper money and metal coins in various currencies;

Section 4 Consignment and Transportation of Luggage and Parcels
Article 63 When carrying luggage, passengers shall issue passenger tickets. Suburban time tickets can't check baggage, and railway boarding passes can't check baggage for free.
Article 64 Transport certificates shall be provided for the following articles:

4. Inspection-free items shall be inspected by the local railway public security bureau (department) and the public security bureau (sub-bureau).
5. When consigning goods prohibited or restricted by the state, the transportation certificate of the competent department shall be provided. Such as psychotropic drugs and narcotic drugs, the transport certificate of the national health department should be presented.

Article 69 The packaging of luggage and parcels must be complete and firm, and it is not allowed to be opened, damaged or short. When the packaging does not meet the requirements, we should mobilize to improve the packaging. If the shipper refuses to improve the packaging, the station may refuse to carry it.
Article 70 The quality of goods labels shall meet the technical standards stipulated by the competent railway authorities in the State Council. Goods labels that do not meet the standards shall not be used.
Article 71 The railway labels on luggage and parcels shall be consistent with the contents of the consignment notes and tickets for luggage and parcels, and codes and symbols shall not be omitted or used. The number column of baggage parcel ticket on the label should be printed with numbering machine or number stamp, and other columns should be filled in neatly and clearly, using standardized words. If the goods are insured piece by piece, the words "how many pieces in total" should also be indicated in the number of pieces column.
Article 72 If the packaging of the goods is damaged or loose after transportation and before delivery, the carrier shall promptly repair it. After renovation, passenger records should be compiled, and the cause, situation and condition of the damage should be recorded in detail, and the remarks column of the baggage and parcel transportation declaration form should be marked with "Renovation of XX Station" and stamped with the name of the station. Section 7 Parcel escort
Article 73 When consigning gold, silver, jewels, negotiable securities, cultural relics, guns, fry, silkworm eggs and animals that need to be kept on the way, people must be sent to escort them. Section 8 Time limit for delivery

Article 75 If the baggage or parcel exceeds the prescribed delivery time limit, the consignee shall be paid liquidated damages on the basis of the baggage or parcel ticket when arriving at the station. If part of the baggage is overdue, the baggage ticket should be recovered at the station, and the passenger record should be issued to the consignee as the basis for receiving part of the overdue baggage and demanding payment of liquidated damages. The liquidated damages shall be calculated according to the percentage of the freight charged, and the mantissa less than 0.l yuan shall be rounded to 0.l yuan.

Article 76 When a passenger requests to transport overdue luggage to a new station, he shall handle it in accordance with the following provisions:

If the luggage has arrived or has not arrived, and passengers need to continue their travel, and ask the railway to transfer to the new station for free with the newly purchased ticket and the original baggage ticket, the station will issue a new baggage ticket, cross out the freight column of the new baggage ticket, and fill in the words "Late arrival, free transfer" in the remarks column.

Passengers need to continue to travel with the newly purchased tickets and go through the transfer formalities at the new station. The station shall prepare the passenger record, together with the transport declaration form, and send it to the new station as a voucher for refunding the freight collected in the transit section, and the insured fee will not be refunded.
3. If the overdue baggage is transferred free of charge, no penalty will be paid. There is no free transshipment for overdue packages.
Section 9 Arrival Custody, Notification and Inquiry
Article 77 After arriving at the station, luggage and parcels shall be stored in the arrival baggage room designated by the ticket face within the prescribed free storage period, and shall not be stored in other places. After the expiration of the free storage period, when the baggage room warehouse is unable, the parcel can be stored in a different place, and the expenses incurred by the storage in a different place shall be borne by the railway.
Article 78 After the parcel arrives, the consignee shall be informed to collect it by postcard or telephone in time. The notice shall be recorded in written or recorded form for future reference.
Article 79 Baggage whose ticket validity is extended due to accidents or force majeure shall be kept free of charge according to the number of days that the ticket validity is extended. If it exceeds the number of days of free storage, the storage fee shall be charged according to the regulations, and a receipt for storage fee or passenger transportation and miscellaneous fees shall be issued. Under special circumstances, the webmaster has the right to reduce the storage fee.
Section 10 Loading, Unloading, Delivery and Transshipment
Article 80 In addition to the luggage carried by passengers, the carrier shall be responsible for loading and unloading the luggage and parcels from the receiving place in the baggage room to the baggage cart, and then loading and unloading them from the baggage cart to the delivery place in the baggage room.
Article 81 When handing over the goods to the consignee, we should carefully check the ticket number, departure station, arrival station, shipper, consignee, name, number of pieces, weight and packaging, stamp the "delivery completed" stamp on the transport declaration form for delivery, and take back the receipt at the same time.
Article 82 The station shall establish a register of sealed parcels. Check the seal carefully when you pick up the parcel, and the recipient will sign and seal the register for delivery records. For packages that require fax collection, carefully check the contents recorded in the remarks column. After confirmation, the consignee shall annotate the transport declaration form with "Fax Receipt" and record the ID number and name. For those received by seal or fax, no transport declaration will be given.
Article 83 If the consignee loses his luggage or parcel ticket, he shall show his identity certificate, written guarantee from the guarantor and proof of ownership of the goods. The station should carefully examine the guarantee qualification of the guarantor. When the consignee cannot provide a guarantor, he may issue a deposit to guarantee himself. The amount of deposit should be equivalent to the value of luggage and parcels, and the mortgage time should be determined by the station and the consignee through consultation. The station shall issue a written certificate to the consignee when collecting the deposit, and the style of the written certificate shall be determined by the station.
Article 84 When the consignee receives the luggage or parcel, if the parcel is abnormal, the station shall check the weight, double the weight, and open the box for inspection if necessary. When it constitutes an accident, an accident record shall be compiled and submitted to the consignee as the basis for claim.
Article 85 If a passenger continues to travel and requests to transfer his luggage, it shall be handled by overdue transfer.
Article 86 When searching for luggage and parcels at the station, the consignee should look carefully. When it does not arrive, record the inquiry date on the back of the baggage and parcel ticket. If it is overdue, you should send a telegram to the relevant stations and departments for enquiry. If it has been collected, the inquiry fee should be charged.
Section 11 Changes in Transportation
Article 87 Changes of luggage and parcels shall be handled in the following ways:
When the length shipper requests to cancel the consignment after the baggage and parcel have been checked, the station shall take back the baggage and parcel ticket, cancel it, and indicate the words "cancel the consignment". When handling, the refund will be made with the station refund voucher, and the reimbursement of the recovered baggage parcel ticket will be submitted together with the station refund voucher. Miscellaneous expenses arising from the cancellation of consignment shall be checked and accepted by "Passenger Miscellaneous" separately, and the number of "Passenger Miscellaneous" and the name and amount of the checked fees shall be filled in on the cancelled baggage parcel ticket.
If the checked baggage and parcel are cancelled and the freight received is lower than the change procedures and storage fees, the freight will not be refunded or replenished. When the original baggage parcel ticket is recovered, the words "cancellation of consignment, non-refundable freight" shall be marked on the declaration page, passenger page and reimbursement page. The passenger page is pasted on the stub page.
2. After the luggage and parcels are loaded, the consignee can only ask for transshipment at the departure station, the transfer station where the luggage and parcels are located, the loading train and the stopping travel station.
When the shipper cancels the consignment at the departure station, the departure station shall take back the baggage and parcel ticket that is required to be transported back to the departure station, compile the passenger record, specify the contents of the original ticket, give it to the shipper as a voucher for receiving the baggage and parcel, and send a telegram to inform the relevant station and car.
When the shipper requests to change the baggage and parcel at the departure station, the station should indicate "change to XX station" on the passenger page and reimbursement page of the baggage ticket and parcel ticket, correct the name of the arrival station and the consignee's unit and name, affix the name of the station, indicate the date, and give it to the shipper as proof of the freight difference after receiving the baggage and parcel at the new station and handling the transportation change, and notify the relevant stations and trains by telegram.
3. When passengers stop at the departure station or midway station and request to transport their luggage to the original station, they will be transported with the original baggage ticket, and the passengers will pick up their luggage at the station with the original baggage ticket.
4. At the midway station, when the original ticket arrives at the station or the train handles the wrong ticket, if the passengers still check their luggage, they should also prepare a passenger record or send a telegram to inform the station where the luggage is located, and transport the wrong luggage to the correct station. When arriving at the station, it is necessary to make up the baggage freight difference, check the receipt with "passenger miscellaneous", and indicate "wrong shipment" in the remarks column of the original baggage ticket transportation declaration page, reimbursement page and passenger page, and stamp the declaration page with "delivery receipt" to pay the passenger reimbursement; If you need a refund, you should use the "refund voucher" to return it, and take back the original baggage claim ticket and attach it to the back of the "refund voucher" for declaration.
Article 88 After the departure station or the new arrival station receives the luggage and parcels, it shall make up or refund the difference between the received freight and the receivable freight, and charge the change handling fee and storage fee (storage fee refers to the storage fee generated from the arrival date of the luggage and parcels at the departure station to the arrival date of the new arrival station for more than 3 days, the return station 1 day or the original arrival date of the luggage and parcels to the date of receiving the telegram. Storage days are calculated separately). Check the ticket as "groceries" when making up the ticket, and refund the ticket with "Refund Certificate" when returning the ticket. The original ticket will be posted on the report page of "Miscellaneous Goods" or "Refund Voucher" for reporting.
Section 12 Handling of Inconsistent Product Name and Weight and Transportation without Ticket
Article 89 If a product name is found to be inconsistent with its nature, seek truth from facts and handle it correctly. Tickets should be reissued before loading and handled at the station after loading. The following provisions shall apply to consigning or entraining goods or dangerous goods prohibited or restricted by the state with false names:
1. Stop the delivery at the departure station, notify the shipper to collect it, and the freight will not be refunded. Take back the original ticket and indicate in the remarks column "False name, suspension, non-refundable freight". Submit the reimbursement page to the shipper as reimbursement voucher.
2. Stop the delivery at the midway station, send a telegram to inform the sending station to inform the shipper to collect it, and the freight will not be refunded. For the goods with inconsistent names, the freight of four types of parcels will be replenished according to the actual delivery interval.
3. When we arrive at the station, we will make up the freight of four kinds of parcels.
4. When found on the train, passenger records should be compiled and submitted to the front parking station for processing.
When necessary, it shall also be handed over to the relevant departments for handling in accordance with relevant state regulations.
Article 90 If luggage and parcels are found to be inconsistent in weight at the station and should be returned, a refund voucher shall be issued to return the overpaid money to the consignee; Should be charged, issue "miscellaneous passengers" to charge appropriate freight, and at the same time issue passenger records with baggage and parcel tickets and report them to the Income Section of the Railway Bureau. The Revenue Section of the Railway Bureau will issue a list of accounts receivable to the station with the wrong weight, and then collect a fine equal to the freight payable.
Article 91 When luggage and parcels are found to be transported without a ticket, the departure station and the train shall refuse to check them; If the train has been loaded and found, passenger records should be compiled and handed over to the station for processing. When the train is handed over at the station, when the luggage and parcels found at this station are transported without tickets, the freight of the four types of parcels should be doubled.
Article 92 All recovered freight, freight difference or storage fee shall be collected by "miscellaneous articles", and the reasons for collection shall be indicated in the remarks column.
Section 13 Disposal of Undeliverable Articles
Article 93 Undeliverable articles refer to unclaimed luggage, parcels, lost articles of passengers and unclaimed temporary articles. For undeliverable articles, the station should register them in the Undeliverable Articles Register according to the starting date, source, name, number of pieces, weight, specifications and characteristics of the articles, and the numbers of the register, the handover sheet and the articles should be consistent for easy searching.
Items that cannot be delivered should be handled by a special person to ensure that the accounts are consistent. When the articles are lost or damaged during storage, they can be handled with reference to the relevant provisions on handling accidents of luggage and parcels.
Article 94 A railway shall designate a centralized processing station for undeliverable articles. Items that exceed the prescribed storage period shall be declared to the Railway Bureau and submitted to the auction house for auction after approval. After the auction proceeds are deducted from the expenses incurred, the "miscellaneous items" shall be filled in and turned over. After the auction, when the owner comes to collect it within the prescribed time limit, he should carefully review the ownership certificate, fill in the "Return Certificate" and return the remaining money.
