According to the provisions of China's Consumer Protection Law, if the operator does not agree to the return of goods by consumers, consumers can complain to the Consumer Council and the administrative department for industry and commerce directly or by telephone.
If there is cheating in the jewelry lottery, consumers can complain to the Consumer Council and ask the operator to pay three times the price of the goods, which is less than the compensation paid by 500 yuan.
Article 39 of the Law on the Protection of Consumer Rights and Interests stipulates that disputes over consumer rights and interests between consumers and business operators can be resolved through the following channels:

(three) to complain to the relevant administrative departments;

Article 46 If a consumer complains to the relevant administrative department, the relevant administrative department shall handle it within seven working days from the date of accepting the complaint and inform the consumer.
