1, open the picture of Buddha statue and create a new layer;

2. "Edit-Fill" fills white, "Filter-Noise-Add Noise";

3. "Filter-blur-radial blur";

4. copy the layer and ctrl+t rotate the layer;

5. Change "layer mode" to "positive overlay";

6. Create "layer mask", select the Buddha statue with "Polygon Lasso Tool", click "Mask" and fill it with black;
