Legal basis: Measures of the Administration for Industry and Commerce for handling consumer complaints.

Article 11 A consumer complaint shall meet the following conditions: (1) There is a clear respondent; (2) There are specific complaints, facts and reasons; (3) It falls within the scope of duties of the administrative department for industry and commerce.

Twelfth consumers complain by letter, fax, SMS, e-mail, etc. The name, address, telephone number and other contact information of the consumer, the name and address of the complainant, the requirements and reasons for the complaint, the date of the complaint based on relevant facts, etc. If a consumer complains by telephone or at home, the staff of the administrative department for industry and commerce shall record the information listed in the preceding paragraph.

Thirteenth consumers can complain in person or entrust others to complain on their behalf. Where a consumer entrusts an agent to make a complaint, it shall submit the complaint materials, the original power of attorney and the identity certificate of the trustee as stipulated in Article 12 of these Measures to the administrative department for industry and commerce. The power of attorney shall specify the entrusted matters, authority and time limit, and shall be signed by the consumer himself.
