As a resource-based city, the primary task and fundamental way out for development lies in improving the utilization rate of resources, maximizing benefits and taking the road of sustainable development. Circular economy is an economic development model that makes the best use of everything, and its essence is ecological economy. "Reduction, reuse and recycling" is the most important principle of circular economy. Developing circular economy can make maximum use of resources, fundamentally solve the contradiction between environment and development, and is an inevitable choice to break through the bottleneck of resources and environment and realize the sustainable and harmonious development of economy and society. In recent years, we have adhered to the implementation of Scientific Outlook on Development, vigorously implemented the integrated development of resources, continuously lengthened and expanded the industrial chain, vigorously cultivated renewable resources enterprises and industries, vigorously built a new non-ferrous metal smelting and processing base, developed the mining circular economy, promoted the transformation of mining production from extensive management to high efficiency and economy, improved utilization efficiency, and achieved sound and rapid development of the mining economy. Mainly manifested in:

-The utilization level of resources has been continuously improved. At present, key mining enterprises such as Gold Co., Ltd. control 7 1% gold interests in Xiaoqinling, and the concentration of mineral resources has been greatly improved; The average mining recovery rate of gold mining enterprises in the city reached 92.5%, and the mining dilution rate was controlled below 12.6%, which comprehensively improved the level of resource utilization.

Our main ways to develop mining circular economy are:

First, the integrated development of mineral resources should be implemented to lay a solid foundation for the development of mining circular economy.

The core of circular economy is the effective protection, rational development and efficient utilization of resources. In view of the problems existing in mining production, such as depletion of shallow surface resources, low concentration of mining development, large number of mining enterprises, scattered layout and small scale, the strategy of "integration within the region and development outside the region" is vigorously implemented to scientifically utilize resources. First, efforts should be made to promote regional integration. According to the law, the exploration and mining rights of non-state-owned gold enterprises around the three major companies will be acquired and merged by economic means, so that resources, assets and technology will gather in the dominant backbone enterprises and strive to build the "aircraft carrier" of Lingbao Xiaoqinling gold mining industry. After the integration, the scale of gold enterprises has expanded rapidly, the efficiency of resource utilization has improved significantly, and the economic benefits have increased significantly. Give full play to the advantages of technology, talents and management formed by gold production over the years, vigorously carry out foreign cooperation and develop foreign resources. At present, the city has established exploration and mining bases in Xinjiang, Qinghai, Jiangxi and Indonesia, and built more than 60 development projects with an annual output of 252,000 pieces of gold, basically achieving the goal of recreating a "Lingbao Gold". The third is to dig deep into the mine potential. Second, build a new smelting and processing base and build a carrier for the development of mining circular economy.

The main body of developing circular economy is enterprise, and the carrier is industry. In recent years, combined with the reality of Lingbao, according to the requirements of new industrialization and circular economy development and the guiding principle of "scale expansion, industrial upgrading, circular development, bigger and stronger", efforts have been made to build a new non-ferrous metal smelting and processing base and vigorously cultivate the industrial chain of mining circular economy.

First, efforts should be made to build a gold industrial chain of "mining-smelting-polymetallic recycling-waste utilization-deep processing". While expanding the scale of mining and dressing, we will continue to expand the scale of smelting and vigorously carry out comprehensive recovery of polymetallic materials. The smelter of Gold Co., Ltd., the smelter of Open Source Company, the 1,000-ton concentrator of Jinyuan Mining Company, and the heap leaching field of millions of tons of low-grade gold ore were successively built and expanded, which made the smelting capacity of gold concentrate in the city reach 1000 tons/day, not only the gold recovery rate increased from 98% to 99.5%, but also the silver recovery rate increased from 35% to 75%, and the low-grade ore was recovered. The metal elements such as copper, copper, zinc, zinc, copper, zinc and copper are also effectively utilized. The annual recovery of gold in the heap leaching field of low-grade ore of Jinyuan Mining Company is 6 12.7kg, and the annual production of electrolytic copper 10000 tons, silver 30 tons and sulfuric acid 160000 tons in the smelter of Gold Limited Liability Company. At the same time, the industrial chain has been continuously extended, and deep processing enterprises such as Huang Jinzhong Jewelry and Tonghui Precision Metallurgy have been established, mainly engaged in the development of gold and silver ornaments and gold and silver refining. At present, the city's gold and silver jewelry processing capacity reaches 1 1 ton, gold smelting capacity reaches 50 tons, and silver refining capacity reaches 100 tons. There are five gold mining enterprises 15 and four gold smelting enterprises in the city, with a daily mineral processing capacity of 10000 tons, and the largest gold powder smelting base in China has been built.

Second, efforts should be made to build a lead industrial chain of "lead smelting-acid production from flue gas-zinc extraction from fuming-lead hydrometallurgy-gold and silver extraction from waste residue-cement production from sulfuric acid residue". In accordance with the requirements of "turning small to help big, meeting environmental protection standards and standardizing development", in 2004, we integrated and reorganized 23 lead smelting enterprises in the city, established four large lead enterprises in Xinling, Zhicheng, Xinhua and Shen Zhi, and implemented the technical transformation of oxygen bottom blowing lead smelting. At present, two 6.5438+10,000-ton reconstruction and expansion projects in Xinling and Zhicheng have been completed and put into operation, and two 6.5438+10,000-ton reconstruction and expansion projects and two 60,000-ton lead deep processing projects in Zhicheng Lead Industry and Yuxi Mining are under construction. Our city is rich in pyrite resources with high grade, accompanied by copper, silver, gold, lead, iron and other minerals. Taking Jinyuan Mining Company as the main body, the comprehensive utilization project of sulfur and iron chemical industry was implemented. At present, the first phase of the project has been completed and put into operation, with an annual processing capacity of 200,000 tons of pyrite, an annual output of 6,543.8+200,000 tons of sulfuric acid, 6,543.8+500,000 tons of phosphorus compound fertilizer, 70,000 tons of iron concentrate and 20.4 million kWh of waste heat power generation. The second phase of the project focusing on polymetallic recycling has started construction. After the project is completed, the associated metals such as gold, silver and copper in pyrite can be fully recycled, and the comprehensive utilization and chain development of pyrite resources can be realized.

Fourth, strive to build a copper industrial chain of "mining-smelting-copper foil-copper material deep processing". There is a lot of copper in the mineral resources of our city. While increasing copper smelting and increasing copper output, we will vigorously carry out deep processing of copper. A high-grade copper foil production line has been built, which can produce 3000 tons of different types of copper foil every year. At present, 8,000 tons of high-grade copper foil, 654.38+10,000 tons of cable and 100 tons/day copper and gold concentrate are being implemented.

Third, establish a technical policy guarantee system and strengthen support for the development of mining circular economy.

The first is technical support. In the process of developing mining circular economy, our city strongly supports and encourages enterprises to continuously study and apply new technologies and new processes, and take the road of scientific development of circular economy. In 2006, the gold mining technology development center and Jinyuan mining postdoctoral research center were established to actively carry out research on metallogenic regularity, mining and dressing technology, low-grade ore smelting and comprehensive recovery of polymetallic, providing technical support for improving resource utilization efficiency and developing circular economy. In mining production, advanced and practical technologies such as rockburst prevention technology, combined support technology of rotary arm beam and front probe beam, and gently inclined thin vein mining have been explored and adopted successively, realizing scientific and safe mining; Gold enterprises vigorously promoted the gravity separation technology to extract gold, banned the traditional mixed mercury extraction process, and effectively controlled mercury pollution. In the comprehensive recovery and utilization of multi-metals, technologies such as acid roasting, acid leaching, extraction, electrowinning and cyanide conversion are vigorously promoted, so that metals such as gold, silver, copper and zinc can be recovered to the maximum extent. In the development and utilization of low-grade ore, a large-scale heap leaching field of low-grade ore was built, and the mature heap leaching technology was adopted to implement large-scale development and utilization, which improved the resource saving and utilization rate. In the resource utilization of mine waste, we will actively carry out foreign cooperation and technical research, build gold tailings resources development projects, and realize "eat dry and squeeze clean". Tailings are stacked by dense filter pressing dry method, and wastewater is recycled. Tailings are used as cement raw materials, which effectively solves the environmental problems of gold tailings. In the industrial production of lead, the new technology of oxygen bottom blowing molten pool smelting was introduced and applied, so that the recovery rate of sulfur dioxide reached over 98%, and the pollution phenomenon in the lead smelting process was basically eliminated. The second is policy guarantee. Formulate supporting incentive policies for developing circular economy and give priority to ensuring land supply for mining circular economy development projects; According to the relevant fiscal and taxation policies and regulations, preferential measures are implemented to promote the development of mining circular economy on the track of institutionalization and standardization. The third is to build a development platform. Building eco-industrial park is an effective way to develop circular economy. In accordance with the requirements of green, environmental protection and high technology content, we will actively build a circular economy industrial park in the south of the city and Yuling, which mainly focuses on non-ferrous metal smelting. At present, there are more than 10 enterprises in the park, which has built a highland for the development of mining circular economy.

Fourthly, strengthen the management of mine geological environment and realize the harmonious development of mining circular economy.

The restoration and management of mine ecological environment is an important content of the sustainable development of mining economy, and it is the basic requirement to realize the harmonious coexistence between man and nature and the coordinated development of resource development and environmental protection. In the development of mining economy, we combine the establishment of resources with scientific development, adhere to the guiding ideology of "not only Jinshan Yinshan, but also green mountains and green hills", and constantly accelerate the restoration and management of geological environment in mining areas. First, according to the principle of "whoever destroys it will control it", the ecological environment and reconstruction plan of Xiaoqinling area has been formulated and implemented, and tens of millions of yuan has been raised, and measures such as building dams and filling stones, covering land, planting trees and grass, and building key projects have been taken to initially restore the ecological environment of the mining area. Second, in view of the fact that Xiaoqinling Gold Mine is a geological disaster-prone area in Henan Province, the restoration and management of geological environment in the mining area has been put on the important agenda, and the Geological Disaster Prevention Plan and the Implementation Measures for the Management of Reserve Fund for Mine Geological Environment Restoration and Management have been formulated and organized. Organize the mining right owner to cooperate with geological prospecting units and scientific research institutions, and work out the 18 mine geological environment restoration and management scheme, which makes the mine geological environment restoration and management work move towards a scientific and standardized track. At the same time, through the financing of the state, local governments and enterprises, we will actively implement the mine geological environment restoration and management project. By the end of 2006, more than 40 million yuan has been raised, 40 projects have been implemented, and key sections have been repaired. The third is to develop mining resource culture. We deeply explored the resource culture contained in Xiaoqinling mining area, and successfully declared Xiaoqinling provincial geological park through the planning and construction of Niangniang Mountain Scenic Area, which effectively promoted the development of geological tourism, promoted the development of a series of characteristic tourism projects such as mine geological tourism and gold-producing tourism, and built a geological tourism framework, which opened up new ideas for promoting the economic transformation and sustainable development of resource-based cities.

Looking back on the development of mining circular economy in our city, our main experiences are as follows:

First of all, changing ideas is the premise. Circular economy is a brand-new development concept, growth mode and consumption mode, which is essentially different from traditional extensive economic. In recent years, our city has continuously emancipated its mind, changed its concept, and boldly explored and practiced the development model of mining circular economy. Secondly, project-driven is fundamental. To develop circular economy, industry is the carrier and projects are the support. It is impossible for industries with short chains and few products to realize intensive production and recycling of resources, and it is also impossible to develop circular economy. In the development of mining circular economy, we firmly grasp the key of lengthening the industrial chain, launch projects and engage in development, which has promoted the rapid development of related industries and improved the development level of mining circular economy. The formation of nonferrous metal smelting and sulfur-iron chemical industry chain in our city not only makes rational and effective use of mineral resources, but also saves energy and reduces consumption and protects the environment.

Third, support and guidance are the key. As a new thing, circular economy must have a good social atmosphere, active advocacy and promotion, and strong support and promotion to develop and grow. Our city has adopted various forms to vigorously publicize the significance, industrial policies and typical enterprises of mining circular economy, and formed the knowledge of developing mining circular economy in the city; Give preferential support to circular economy mining enterprises and projects in land and funds; At the same time, mining enterprises are encouraged to establish circular economy model, introduce circular economy technology and carry out foreign circular economy exchanges and cooperation, which has effectively promoted the in-depth development of circular economy in mining industry.

Although our city has made active and beneficial exploration in developing mining circular economy, it has achieved certain results. But this is only the beginning.
