Scope of luggage and parcels: parcels refer to small pieces of goods that are suitable for transportation in the baggage car of passenger trains.
Packaging is divided into four categories:
1. Category I packaging scope: government newspapers used for publicity by municipal, prefecture-level and government departments, and textbooks for primary and secondary school students within 5 days from the date of spontaneous publication.
2. Category II packages: books and periodicals, emergency relief materials, fresh or frozen fish, meat, milk, eggs, fruits and vegetables.
3. Three types of parcels: important documents, materials and archival materials; Medical devices, prosthetic vaccines, plasma; Eggs, seedlings, fresh or frozen fish, meat, fruits and vegetables, milk, fruit tree scions and live animals.
4. Four types of packaging: foam plastic and its products; Radioisotopes, oil sample boxes and motorcycles in a class of transport packages; Other articles requiring special transport conditions as stipulated by the competent railway department of the State Council.

The sum of the length, width and height of each cargo shall not be less than 40 cm. Goods with a volume exceeding 6000 cubic centimeters per kilogram shall be calculated as light foam goods, and light foam goods shall be calculated as per 6000 cubic centimeters 1 kilogram.
The weight of each cargo loaded by a non-wide-body aircraft generally does not exceed 80 kg, and the volume generally does not exceed 40 × 60× 100 cm.
The weight of each cargo loaded by a wide-body aircraft is generally not more than 250kg, and the volume is generally not more than 250× 200× 160cm.
The checked weight of the train is calculated by gross weight, and the calculation unit is kilogram. If the weight is less than 1 kg, it shall be calculated as 1 kg, and the mantissa exceeding 1 kg shall be rounded off.
