The recent adjustment of provincial standing committees, as mentioned above, can be subdivided into three categories: provincial party and government leaders, provincial full-time deputy secretaries and other provincial standing committees.

During the two sessions, the reform plan of the party and state institutions was introduced, in which the Ministry of Natural Resources and the Ministry of Ecology and Environment were newly established departments. After the establishment of the Ministry of Natural Resources, Lu Hao, then governor of Heilongjiang Province, was the first minister to perform his duties in Beijing.

The first minister of the Ministry of Ecology and Environment was Li, who took over as Minister of Environmental Protection for nearly 1 year. After returning to Beijing, his work unit has changed, and his new position is Secretary-General of the Central Political and Legal Committee.

In this reform, the responsibilities of the Central Political and Legal Committee have also been adjusted, such as "the central leading group for maintaining stability and its office will no longer be established, and related responsibilities will be assigned to the Central Political and Legal Committee", and another example is "the central leading group for preventing and handling cult issues and its office responsibilities will be assigned to the Central Political and Legal Committee and the Ministry of Public Security".

For the third category, the adjustment of other provincial standing committees:

It is not difficult to see the chain reaction of the adjustment of the Standing Committee from the table.

After Shen Haixiong became the director of CCTV, Hua Fu, the former editor-in-chief of Economic Daily, was appointed as the Standing Committee of Guangdong Provincial Party Committee and Minister of Propaganda. The two men, one from the south and the other from the north, exchanged places at work.

Shortly after performing their duties, the reform plan of the party and state institutions was promulgated, which mentioned "integrating CCTV (China International Television), china national radio and China Radio International to form the Central Radio and Television General Station, which is directly affiliated to the State Council and led by Publicity Department of the Communist Party of China." There is also a new provincial standing Committee official who is airborne, that is, Xu Shaochuan, former deputy director of the State Administration of Work Safety. After the reform, state administration of work safety will no longer be retained.

Li Qun, Vice Minister of Culture and Tourism, Weng, Deputy Director of State-owned Assets Supervision and Administration Commission of the State Council, Xu Ganlu, Vice Minister of Public Security, and Vice Minister of Civil Affairs. In this reform, the Ministry of Culture and Tourism is a newly established department, and the responsibilities of the State Council State-owned Assets Supervision and Administration Commission, Ministry of Public Security and Ministry of Civil Affairs have also changed greatly.

However, before he became the mayor of Linyi, he took part in and passed the examination organized by the State Administration of Foreign Experts Affairs, that is, the foreign language proficiency examination for training abroad, and then began to study in the United States.

During his stay in the United States, his major was the course of government public management, and he also had practical working experience in local government politics in the United States-as an assistant to the mayor of New Haven, USA.
