After Foshan broke away from the South China Sea, the South China Sea has planned to build new county towns many times. 1958 drew up a blueprint for the construction of a new county town in daliwei, and a building named "new countryside" was built, which was later stopped due to the adjustment of the national economic construction policy. In the 1970s, it was planned to build an industrial zone in the hilly area west of cypress in Luocun commune, south of Zhuangbian, east of Taoyuan in Xiaotang commune and north of Zhuangbu. Later, there were also ideas and discussions about choosing Xiqiao as the meeting place and demanding that Shiwan be designated as the county seat, but all failed for various reasons. After many choices, 1985, the location of Guicheng was finally selected as the new county urban area, so it was connected with the original county government resident Guiyuan, so the new county was named Guicheng. On July 6th 1988, after receiving the reply from the Guangdong Provincial People's Government that "after asking the State Council for instructions, it was agreed that the residence of Nanhai County People's Government would be moved from Foshan to Guicheng Town", the construction project was stepped up.

Guangxi is bordered by Foshan, with Guangzhou 14km in the east, Foshan Waterway and Guangsanmao Railway in the north, Shadi Foshan Airport in the northwest, Nangang Container Terminal and Pingzhou Port Passenger Terminal which can directly reach Hong Kong in the east and Pingzhou Waterway in the south. The new county construction was prepared by the county construction preparatory office established on June 25th, 1984 by/kloc-0. In August of the same year, the county construction headquarters was established for unified command. It is planned to be a modern garden-style new urban area with southern characteristics. The layout is based on the principle of functional partition and convenient life. It is divided into organ areas, cultural and educational areas, commercial areas, industrial areas, sports tourism areas and several scattered residential areas. The building is dominated by 6-7 floors, with the highest building decoration. The construction plan will be completed in two phases. Recently, before 1990, the land area is 2. 15 square kilometers and the population is 30,000. 199 1 ~ 2000 is the long term, the land will increase to 5.7 square kilometers, and the population will increase to 50,000.

Municipal infrastructure is all in accordance with the requirements of modern urban construction, and urban roads are grid roads. The office building of the county people's government is located on the east side of the south section of Nanhai Avenue. Urban drainage adopts rain and sewage diversion facilities, and the sewage is discharged after purification. 1991June 13, the main leading organs such as Nanhai County Committee, County People's Congress Standing Committee, County People's Government and Nanhai County Commission for Discipline Inspection all moved to the new site of Nanhai Avenue. At this point, the new county was initially built.
