If we want the real development of the central and western regions, we should develop intensive industrial projects, not just resource development projects. No hydropower station, oil field or mine shall be built separately. The oil produced in the oil field is refined locally and then transported out, instead of simply refining the oil, refining it initially and then transporting it all the way out. Ore resources should also be processed locally, and steel mills should move westward. Then build a service-oriented city around industry and rely on industry to promote the development of the tertiary industry. Then attract population through the advantages of intensive cities, expand the urban area and continue to develop the tertiary industry, taking the development of service industry as the top priority. As for railways, I don't like them. If railways were not privately owned, China's railway industry would never take off.
