The term "public safety technical prevention facilities" as mentioned in these Provisions refers to a safety prevention system which is composed of robbery prevention, theft prevention, sabotage prevention, prevention and reduction of public safety accidents by comprehensively applying modern science and technology and public safety technology in dangerous and critical places and parts. Article 3 All units that are engaged in the design and construction of public safety technical prevention within the administrative region of this province and should take safety technical prevention measures shall abide by these provisions. Article 4 The public security organ is the competent authority for technical prevention of public safety. The administrative departments of industry and commerce, technical supervision and construction shall, within the scope of their respective duties, assist the public security organs to do a good job in technical prevention of public safety. Article 5 Technical prevention of public safety shall be organically combined with manual prevention and other preventive measures to form an all-round public safety network. Sixth the following places and parts must be installed with public safety technical prevention facilities:
(1) Places for storing state secret documents and materials;
(2) Where weapons and ammunition are stored;
(3) Places where inflammable, explosive, highly toxic, pathogenic bacteria, drugs under state control, radioactive substances and other dangerous goods are stored;
(4) The treasury, business premises, currency transport facilities and places for printing and keeping securities of financial institutions;
(five) museums, cultural relics shops and places for the display and collection of important cultural relics and treasures;
(6) The place where gold and silver jewelry is produced, processed and sold;
(seven) the entrance and exit of entertainment venues, the main channel;
(eight) the entrances and exits, main passages and other public areas of urban residential quarters;
(nine) other key parts or places identified by public security organs at or above the provincial level that should take public safety technical preventive measures. Article 7 Airports, railway stations, docks, ports, large shopping malls, high-end hotels, important warehouses in industries such as industry, finance and trade, places for storing materials, high-grade commodities and important means of production, and places where units store valuable bills, cash and securities shall be equipped with public security technical prevention facilities according to actual needs under the guidance of public security organs. Article 8 Where the place or place where public safety technical prevention facilities are installed has provisions on the risk level of safety prevention, the safety technical prevention measures must meet the protection requirements of the corresponding risk level.
The installation and use of public safety technical prevention facilities shall conform to the standards prescribed by the state, and adopt advanced technology as far as possible, strengthen maintenance and management, and ensure safety, applicability and effectiveness. Ninth urban planning and construction administrative departments should incorporate public safety technology into the planning and design norms. The design of new construction, renovation and expansion projects within the prescribed scope shall include the contents of public safety technical prevention and be included in the project budget. Tenth key parts of public security technical prevention facilities and important security units shall be designed, maintained and constructed by units that meet the security requirements. Eleventh in accordance with the provisions of the need for public safety technical prevention design of construction projects, design units should be designed according to standards, construction units should be public safety technical prevention design drawings and related information and facilities plan submitted to the public security organs for review; Without examination or unqualified examination, the construction unit shall not carry out construction. Twelfth public safety technical prevention facilities shall not use public safety technical prevention products that are explicitly eliminated or unqualified by the state. It is forbidden to produce and sell public safety products that do not meet the national technical standards or compulsory certification requirements; It is forbidden to install and use safety technical prevention products that do not meet the national technical standards or compulsory certification requirements. Thirteenth public security technical prevention facilities must be accepted by the public security organs at or above the county level (including county-level cities and provincial jurisdictions, the same below) after completion, and the statutory inspection institutions authorized by the Ministry of Public Security shall be responsible for inspection before acceptance. Public safety technical prevention facilities without acceptance or unqualified acceptance shall not be put into use. Fourteenth public * * * security technology prevention facilities scheme audit, completion acceptance according to the investment management. If the investment is less than 654.38 million yuan, the public security organ at the county level shall be responsible for it; Provincial cities (including autonomous prefectures and municipalities directly under the central government) public security organs are responsible for investing 654.38+10,000 yuan and 500,000 yuan; The provincial public security organ shall be responsible for the investment of more than 500 thousand yuan. Wuhan public security organs can be responsible for the scheme review and completion acceptance of public safety technical prevention facilities with an investment of 6.5438+0 million yuan within their jurisdiction.
The daily management of public security technical prevention is the responsibility of the local public security organs. Fifteenth public safety technical prevention facilities in the design, construction and maintenance of confidential matters, the use of facilities, design drawings and related information should be strictly confidential. Without the consent of the public security organ, the news unit shall not publicly report the confidential matters of public security technical prevention facilities. Sixteenth personnel engaged in the design, construction, maintenance, use and management of public security technical prevention facilities shall abide by the confidentiality provisions and prevent leakage.
The public security organ shall, in accordance with the law, examine the personnel engaged in the design, construction and maintenance of public security technical prevention facilities, file relevant information, and limit the personnel who know the secret to the prescribed scope.
