I. Safety precautions
Security is a special term of public security system, which refers to the measures of anti-theft, anti-invasion, anti-destruction, anti-riot and security inspection combined with civil air defense, physical defense and technical defense for the purpose of maintaining social public security.
Manpower prevention, commonly known as "civil air defense", has been a means of prevention since ancient times. Simply put, it is the activities of public security, security personnel and the broad masses of the people to stand guard, patrol, be on duty, guard and escort valuables in various preventive places.
Object prevention, also known as physical prevention, commonly known as "physical prevention", is also a preventive means used for many years. To put it simply, it is a preventive measure to build fences and fences and install simple protective facilities such as iron gates and fences.
Technical defense is what is usually called "technical defense". It refers to a series of technical measures established by using advanced scientific and technological means and equipment to effectively control, manage and protect places and parts that need to take safety precautions.
Security technology prevention can discover, stop and deter crimes in time, improve the rapid response ability of public security departments, and provide good opportunities and strong evidence for timely and effective identification and crackdown on crimes.
Second, the role of security technology to prevent

Technical defense is a powerful weapon to prevent and combat crimes and all kinds of disasters and accidents, an indispensable and important means of comprehensive management of social security, and the only way to modernize public security work.
However, we should also see that the final disposal of any advanced technical defense means needs people, which is the same as the reason that machines can never replace people. We can't emphasize technical defense unilaterally. Only by combining civil air defense, physical defense and technical defense can we better play the role of technical defense.
Third, the security technology prevention project
Safety technical prevention project (hereinafter referred to as technical prevention project) refers to alarm, TV monitoring, communication, access control, explosion prevention, safety inspection and other projects aimed at maintaining social order and preventing disasters and accidents. According to the different use places and requirements, the technical defense system can usually be divided into anti-theft alarm engineering, TV monitoring engineering, access control engineering and so on. In practical work, the above systems often cooperate with each other.
Anti-theft alarm project is a preventive system that uses various detection and alarm facilities to prevent others from invading. Once the crime is classified as invasion or other abnormal conditions, the detector will transmit the signal to the alarm, and the alarm will immediately send out alarm signals such as sound and light, notify the personnel on duty in time, and take necessary measures immediately.
Television monitoring project is a system that uses image technology to monitor and record the images in the prevention area. The TV monitoring system has two functions: one is to monitor the scene situation as an alarm review measure; The second is to record the situation on the spot and provide a basis for handling cases and incidents. Video alarm integrates anti-theft alarm and TV monitoring system, which is convenient to install and use. At present, this technology has been more and more widely used in important parts and places such as important material warehouses, banks, prisons, party and government leaders.
Access control project is a system that uses information processing and identification technology to automatically identify whether people can enter and leave freely. Access control items are divided into two categories. One is the card control system, which stores the cardholder's data, password and other information on the card (such as magnetic card, ic card, etc.), and can only be accessed freely if the cardholder uses it correctly; The second is automatic human identification technology, which preserves some characteristics of human body (such as fingerprints, eye lines, signatures, etc.). ), and only people with matching characteristics can enter and leave freely.
Four, safety technology to prevent engineering management
Security technology prevention management includes two aspects, namely security technology prevention product management and security technology prevention project management. The two are interrelated and inseparable. Good product quality is the premise of ensuring engineering quality, which directly affects the comprehensive benefits of products. Technical defense project management includes construction unit management and project quality management.
Recently, the cases of extraordinarily serious theft and robbery in some key departments of our province are on the rise, which have brought serious losses to the state and collective property and seriously threatened the safety of people's lives and property. These cases have two characteristics: first, large property losses; Second, armed crimes are prominent, often killing first and then robbing. From the perspective of prevention, there are three main reasons for these cases: first, there are few guards on duty and they are old; Second, the prevention facilities are not perfect; Third, the implementation of rules and regulations is not strict.
Our province is a big province of cultural relics and commerce, with many key protection units and key departments. In order to reduce the occurrence of such cases, it is very important to strengthen prevention work. To this end, the Henan Provincial Public Security Department has set up a special agency, namely, the "Henan Provincial Public Security Department Safety Technology Prevention Management Office", and the public security bureaus in Zhengzhou, Kaifeng, Luoyang, Nanyang, Jiaozuo, Sanmenxia, Shangqiu, Anyang and Luohe have also set up technical defense offices or science and technology departments to take charge of safety technology prevention management. 1994165438+1October 2 1 day, the provincial public security department issued the "Interim Provisions on the Management of Safety Technology Prevention Projects in Henan Province", which was approved by the provincial government, and in August 1995 15.
At present, there are still some problems in the management of technical defense projects in our province. First, the leaders of some key departments have paralyzed thoughts of attaching importance to business and neglecting defense, and they have not included the construction of technical defense projects in the important agenda, so they are lucky. Some even turned a deaf ear after the public security organs issued the notice of hidden dangers, causing great disasters; Second, some construction units only want to make money and don't pay attention to the quality of construction, so that some construction units can't meet the protection requirements although they have spent money to build anti-chemical projects. Due to the confidentiality, scientificity, rationality and reliability of the technical defense project, it brings serious hidden dangers to the safety of key departments; Third, the project scheme demonstration, quality inspection and completion acceptance are relatively weak.
The key to solve the above problems is to formulate laws and regulations, establish and improve the working system, and strengthen the management of technical defense projects. Focus on the qualification examination, scheme demonstration, quality inspection and completion acceptance of the construction unit of the technical defense project, and take effective measures to intensify the work to ensure the healthy, orderly and rapid development of the technical defense work in our province.
Section 2 Management of Construction Units
The design, construction and maintenance unit of jifangjian project (hereinafter referred to as the construction unit) must accept the supervision and guidance of the public security organ, and when undertaking jifangjian project, it must hold the Design, Construction and Maintenance License of Safety Jifangjian Project in Henan Province issued by the Provincial Public Security Department.
A, the qualification level of the construction unit
All units engaged in the design, construction and maintenance of anti-technology projects in our province shall be qualified. The evaluation criteria are as follows:
1, level 1 construction unit
(1) has a stable team, good reputation, perfect quality assurance system, exemplary implementation of various regulations, standards and policies of the industry, and strong comprehensive strength.
(2) Engaged in the design, construction and maintenance of anti-technology projects for at least 3 years. In the past three years, he has independently undertaken not less than 1 first-class projects or two second-class projects, and the contract value of the technical defense project completed in the past year is not less than 800,000 yuan, and the project quality has passed the acceptance of the public security organs.
(3) There shall be no less than 12 professionals. Among them, there are not less than 8 engineers with electronic or computer-related professional qualifications, not less than 2 senior engineers, not less than 2 people who have independently designed the technical defense engineering scheme in the past 3 years, and not less than 3 professional and technical personnel who have been engaged in the design, construction and maintenance of technical defense engineering for more than 3 years. Financial personnel should have the title of accountant or above. No less than 9 people are trained by public security organs among the personnel engaged in technical defense.
(4) Installation, debugging and maintenance tools and equipment such as electric drills, tape measures, work ladders, electrical installation tools, shaking tables, three-purpose meters, voltmeters, frequency meters, oscilloscopes, regulated DC power supplies, voltage regulators, rangefinders, walkie-talkies, illuminators, portable cameras and color, black and white monitors.
(5) The registered capital is not less than 654.38 million yuan.
2, the secondary construction unit
(1) has a relatively stable team, a good reputation, a relatively complete quality assurance system, and consciously implements various regulations, standards and policies of the industry, with strong comprehensive strength.
(2) Engaged in the design, construction and maintenance of jifanggong project for 2 years. In the past two years, it has independently undertaken a number of 1 second-class projects or two third-class projects. The contract value of the technical defense project completed in the past year is not less than 500,000 yuan, and the project quality has passed the acceptance of the public security organs.
(three) professional and technical personnel of not less than 8 people. Among them, there are not less than 5 engineers with electronic or computer-related professional qualifications, not less than 1 person for senior engineers, not less than 1 person for people who have independently designed anti-technology engineering schemes in recent two years, and not less than 2 professional technicians who have been engaged in anti-technology engineering design, construction and maintenance for more than 2 years. The person in charge of finance has the title of accountant or above. No less than 6 people are trained by public security organs among those engaged in technical defense.
(4) Installation, debugging and maintenance tools and equipment such as electric drills, tape measures, work ladders, electrical installation tools, shaking tables, three-purpose meters, oscilloscopes, regulated DC power supplies, voltage regulators, walkie-talkies, portable cameras and color, black and white monitors.
(5) The registered capital is 500,000 to 6,543.8+0,000 yuan.
3, level 3 construction units
(1) has a relatively stable team, a relatively perfect quality assurance system, the implementation of various laws, regulations, standards and policies in the industry, and has certain comprehensive strength.
(2) Engaged in the design, construction and maintenance of anti-technology projects for not less than 1 year. In the past year, independently undertaken no less than 1 third-class projects or completed technical defense projects with a contract amount of not less than 300,000 yuan, and the project quality passed the acceptance of public security organs.
(3) There shall be no less than 5 professional technicians, including no less than 3 with the qualification of electronic or computer professional engineers, and no less than 1 person who has been engaged in the design, construction and maintenance of anti-technology projects for more than 65,438 years. The person in charge of finance has the title of accountant or above. No less than 3 people are trained by public security organs among the personnel engaged in technical defense.
(4) Installation, debugging and maintenance tools and equipment such as electric drills, tape measures, work ladders, electrical installation tools, shaking tables, three-way meters, walkie-talkies, portable cameras and color, black and white monitors.
(five) the registered capital of 300 thousand to 500 thousand yuan.
4, level 4 construction units
Units that have not undertaken technical defense projects, or units that have undertaken projects but have not passed the acceptance of public security organs, can only apply for four-level units. Level-4 units should have installation, debugging and maintenance tools such as electric drills, tape measures, working ladders and electrical installation tools, and other conditions should meet the standards of level-3 construction units.
Second, the application and acceptance of the license
(1) Application materials
When applying to the public security organ, the applicant shall provide the following materials:
1, industrial and commercial business license;
2, the applicant's personnel list (including age, education, position, title, major, the original unit, engaged in the design, construction and maintenance time and quantity);
3, professional and technical personnel's academic qualifications, professional titles and the number of people engaged in the design, construction and maintenance of anti-technology projects (academic qualifications and professional titles shall be provided with originals and photocopies, and other materials may be provided with photocopies);
4. List of tools, instruments, debugging and test equipment used for the design, construction and maintenance of the anti-technology project;
5. Security system (all technical data shall be submitted to the construction unit and the public security organ for the record after the technical defense project is accepted, and shall not be retained);
6. A copy of the ID card of the legal representative of the applicant;
7. Other supporting materials that the public security organ deems necessary.
(two) the public security organs of the construction unit management division of labor
1. Enterprises registered in the Provincial Administration for Industry and Commerce or foreign enterprises stationed in Henan are managed by the Provincial Public Security Department;
2, registered in the provincial city industrial and commercial bureau of enterprises by the provincial city public security organs management;
3, registered in the county (city, district) industrial and commercial bureau of enterprise management division of labor in accordance with the provisions of the provincial public security organs.
Third, the review of the construction unit
After receiving the application materials, the public security organ shall organize personnel to conduct on-the-spot investigation on the applicant.
(1) Examiner: The design, construction, maintenance and management personnel should be complete, and the main personnel should have the ID card of the place where the construction unit is located, and the qualification certification materials should be true and reliable.
1. Interview with designer: system design principles, methods, system composition, main equipment functions, technical indicators, selection principles and environmental adaptability. Look at a typical scheme material.
2. Interview with construction and maintenance personnel: the types, functions and arrangements of cables, equipment and equipment commonly used in typical systems, maintenance precautions and construction safety requirements. On-site inspection of the project.
(2) Testing equipment: The construction unit should have mechanical equipment and testing instruments suitable for the construction level, so that the list, objects and operation are accurate.
(3) Examination venue: The construction unit should have a venue suitable for the construction level. The site layout is reasonable, neat and orderly.
The construction unit has design room, technical room, warehouse, office and other necessary business premises. The design room should have drawing boards, drawing tools and other necessary design equipment; The technical room is used for engineering demonstration, equipment performance test and maintenance; The warehouse is used to store instruments, tools, components and raw materials. The design room, technical room and warehouse of the first-level construction unit should have independent rooms with an area of not less than 10m2, and other construction units can share them with other rooms according to actual needs.
(4) Assessment management: The management and technical personnel of the construction unit should master and implement the industry regulations, standards and policies.
Ask the main management, design, construction and maintenance personnel questions about industry standards and management policies, and the assessed personnel should be able to answer the main spirit and the implementation measures and conditions formulated by the unit.
(5) Evaluation of quality assurance system: check the main quality management measures and the implementation of various measures in the design, construction, maintenance and after-sales service of outsourced parts and systems through understanding the user situation, collecting user feedback and on-site evaluation.
Fourth, authentication.
After the provincial public security department has passed the examination, it will issue a grade certificate to the directly accepted enterprise; After the public security organs of the cities under the provincial jurisdiction have passed the examination of the accepted enterprises. The signing opinions shall be submitted to the Provincial Public Security Department for approval.
The first-and second-level construction units declared by the provincial public security organs shall be submitted by the provincial public security department to the provincial public security organs for examination, and the provincial public security department shall issue a grade certificate after passing the examination; For the third-and fourth-level construction units declared by the municipal public security organs, the provincial public security department only reviews the application materials and procedures, and issues grade certificates to those who meet the requirements.
Units that have obtained the design, construction and maintenance licenses of safety technology prevention projects in Hebei Province shall be rated at the time of annual review; Units that have not obtained a license shall be graded when applying for a license.
An annual summary of verbs (abbreviation of verb)
The license shall be subject to the annual inspection system. The certified unit shall go to the public security organ for verification in the first quarter of each year, and shall not continue to undertake the technical defense project without verification.
At the time of annual review, it will be re-rated according to the change of the conditions of the construction unit. In any of the following circumstances, the construction qualification will be downgraded or cancelled:
1. Alter, lend or transfer the license;
2. Failing to complete the minimum contract amount index or undertaking technical defense projects within one year;
3, leapfrog to undertake technical defense projects;
4. When undertaking the technical defense project, it has not been demonstrated by the public security organ's organization design scheme, completed acceptance or unqualified acceptance;
5. The post-training maintenance service is poor, and the user response is strong;
6. Providing false materials to public security organs;
7, there are other acts in violation of the provisions of the public security organs.
For construction units that have made outstanding contributions in the construction of technical defense projects, made remarkable achievements and significantly improved the quality of the company, they can be upgraded in advance; For the construction units that have major problems in the construction of technical defense projects and the company's quality has obviously declined, they may be downgraded or disqualified in advance.
Six, the management of construction units outside the province
When enterprises from other provinces, cities, districts and overseas come to this province to undertake anti-technology projects, they should first set up branches or offices in the main business premises of this province or entrust local units to be responsible for after-project services, and go through the formalities at the anti-technology management department of the public security organ at or above the provincial level in the original place, and then go to the provincial public security department to handle the corresponding level of licenses. Subordinate enterprises established by enterprises from other provinces, cities, districts and overseas in this province shall be managed by enterprises in this province.
Section III Project Management
The management of technical defense projects puts forward requirements for both parties, and the focus of project management is project quality. The technical defense project shall be constructed in accordance with the requirements of the protection level and protection regulations formulated by the public security organs.
First, it is necessary to build units and places for technical defense projects.
1, firearms and ammunition depot;
2. Top secret information, documents and drawings processed and stored by state organs and key departments;
3, storage of explosives, drama drugs, strains, radioactive substances and other dangerous goods;
4, the bank's financial department vault, business offices at all levels;
5 museums, exhibition halls and places where important cultural relics, gold and silver jewelry are displayed, stored and traded;
6 gold, silver and jewelry production sites and securities offices that print valuable treasury bonds;
7, the national strategic reserve, national defense cutting-edge products production sites and warehouses and other important warehouses.
Airports, railway stations, shopping malls, high-class hotels and places for storing valuable instruments, important means of production, cash and securities can be built according to actual needs.
Second, the level of technical workers
First-class projects: technical defense projects with first-class risks and investment reaching or exceeding 6,543,800 yuan;
Secondary projects: technical defense projects with secondary risks and investments reaching or exceeding 300,000 yuan and less than 6,543,800 yuan;
Level III projects: technical defense projects with risks below level III (including level III risks) or investments below 300,000 yuan.
The public security organ shall carry out hierarchical management of the technical defense project. A class of projects shall be supervised and managed by the Provincial Public Security Department; Two or three types of projects shall be supervised and managed by the municipal, prefectural and municipal public security organs.
Three. qualification test
The unit undertaking the technical defense project must hold the License for Design, Construction and Maintenance of Henan Safety Technical Defense Project issued by the Provincial Public Security Department, and undertake the corresponding technical defense project according to the qualification level. When undertaking the technical defense project below Grade II, it shall also be filed with the technical defense management department of the municipal public security organ where the construction unit is located.
A unit can undertake various risk levels and various investment projects;
The second-level construction unit can only undertake technical defense projects below the second level (projects with risk level below the second level or investment amount below 1 10,000 yuan);
Level 3 construction units can only undertake technical defense projects below level 3 (projects with risk level below level 3 or investment below 300,000 yuan);
Level 4 units can only undertake technical defense projects with an investment of less than 6.5438+0.5 million yuan.
Foreign-related departments and military scientific research and other important departments entrust design, construction and maintenance enterprises, which must be approved by the provincial public security department.
Overseas personnel shall not undertake technical defense projects in principle. If necessary, it must be approved by the provincial public security department.
Foreign-capital enterprises shall not undertake technical defense projects in important places and parts.
Four, equipment, equipment requirements
The main equipment and devices used in the Jifangjian project must be products that have passed the inspection by testing institutions recognized by the public security department, and must have the certificate of approval or filing procedures issued by the Jifangban Office of the Provincial Public Security Department. Products that fall within the scope of production license must have a national production license.

The design scheme shall be formulated in accordance with the relevant provisions of the industry standard GA/75-94 "Procedures and Requirements for Safety Prevention Engineering" of the Ministry of Public Security. After the scheme is completed, the scheme demonstration shall be organized. After the design scheme is demonstrated, it shall be examined and approved by the construction unit or its superior competent department and the public security organ, and the approved project can be implemented.
Acceptance of intransitive verbs
After the technical defense project is completed, it shall be put into trial operation for at least 30 days (the first and second level projects shall be put into trial operation for at least 3 months). The construction unit shall truthfully record the trial operation and write a trial operation report in accordance with the relevant provisions of industry standards. The report should also include the relevant contents of technical training provided by the construction unit to users. Trial operation meets the design requirements and is approved by the construction unit, and the construction unit shall write a completion report.
The construction unit shall organize the construction unit to make a preliminary acceptance of the technical defense project and write an acceptance report. The construction unit shall provide relevant documents stipulated by the industry standards for the technical defense projects that have passed the preliminary acceptance, and report them to the public security organs for acceptance. Only qualified projects can be put into use.
