You can complain to the labor inspection department. According to "People's Republic of China (PRC) Labor Law", the employing unit shall pay the wages of workers in the time and manner agreed in the labor contract. If the employer fails to pay wages in accordance with the regulations, the laborer may complain to the labor inspection department and ask the employer to pay wages and bear the corresponding liability for breach of contract.
