I am from Baoji, Shaanxi, and I have done it myself. I can't go to the local entry-exit administration department with the household registration book and the certificate from the province.

After preparing the following relevant materials, please bring them to the exit-entry administration department of the Municipal Public Security Bureau or the exit-entry administration department of the county-level public security bureau to apply.

Application materials:

1, the original and photocopy of the household registration book and resident ID card (below 16, the applicant can submit the resident ID card of the guardian, and the guardian will sign the photocopy);

2. photos;

3. Original and photocopy of valid passport;

4, fill in the "passport issuance and replacement application approval form";

5. Other materials that the exit-entry administrative department of public security thinks the applicant needs to submit.

note:

1. The photo should be a recent two-inch bareheaded frontal bust, with no ornaments (wearing a dark coat) and a color photo on a white background (glossy paper). One-time snapshots are not accepted, and those who wear glasses need to wear lensless frames to take pictures;

2. Applicants shall submit opinions issued by the organization according to personnel management authority and administrative affiliation;

3. Persons who leave the country without legal approval shall not leave the country;

4. If the current passport is issued by other provinces and cities' public security exit-entry administration departments or China's embassies and consulates abroad, or has been extended by other provinces and cities' public security exit-entry administration departments or China's embassies and consulates abroad, you need to wait for notice before you can get the passport.
