Harbin University of Commerce is a national teaching and research university, mainly managed by Heilongjiang Province, funded by the central and local governments, and headed by the Education Department of Heilongjiang Province. It is one of the ten key universities in Heilongjiang Province, a model school for deepening the reform of innovation and entrepreneurship education, a training base for studying abroad of China's Study Abroad Service Center (Ministry of Education), a base for Chinese Proficiency Test (HSK), and an institution entrusted by the Heilongjiang provincial government scholarship to study in China. Harbin University of Commerce was founded in 1952 and approved by the Ministry of Education 10 in 2000. It was formed by the merger of the former Heilongjiang Business School and Heilongjiang Finance College.
